Himachal Pradesh - Transfer of Vehicle Ownership


Procedure

When a vehicle is sold or auctioned for default in loan repayment or due to death of the owner, one has to transfer vehicle ownership.

Apply In-Person :

  1. To transfer the vehicle ownership in Himachal Pradesh the applicant has to approach the RTO office to which his area belongs to. Following link can provide you information related to the list of RTO office : RTO Office
  2. For transfer of the ownership of Motor vehicle, application in FORM 29 and 30 is required. Application forms can be obtained from the following link :
    1. Form 29 : Form 29
    2. Form 30 : Form 30
  3. For transfer of ownership in case of death one has to apply in FORM 31. Application forms can be obtained from the following link : Form 31
  4. For vehicle purchased in public auction, one has to apply in FORM 32. Application forms can be obtained from the following link : Form 32
  5. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  6. Application forms can also be obtained from the appropriate RTO offices that can be completed and presented with appropriate fees.
  7. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
  8. Produce the vehicle for inspection in a good condition.
  9. After checking the application and vehicle for its correctness and other appropriate requirements the application will be processed.

Apply Online - Himachal Pradesh Transfer Vehicle Ownership Online with Images

  1. To transfer vehicle ownership, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.



Apply through Centres:

  1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. It is advised to take the documents in original to the kiosk for scanning purposes.
  5. The operator will process the application online.
  6. On successful submission, the applicant will receive an application number as acknowledgement.
  7. Pay the fee as given in the “Fees” section of this page and collect the receipt.
  8. After the application form is processed, an enquiry officer will make a thorough verification regarding the documents submitted along with the form.
  9. Collect the acknowledgment slip after submitting the form.
  10. The applicant will get the license in a stipulated period of time.

  1. For transfer of the ownership of Motor vehicle :
    1. Form 29 & 30 Form 29, Form 30
    2. Registration certificate
    3. Insurance Certificate
    4. N.O.C. of the vehicle, if registered outside H.P (if required - (Please check with local RTO whether NOC is required before processing))
    5. Passport size photograph of Purchaser and seller
    6. Tax clearance certificate.
  2. For transfer of ownership in case of death :
    1. Form 31 : Form 31
    2. Death certificate in relation to the registered owner
    3. Certificate of the registration and the insurance
    4. Proof of succession
    5. Passport size photo
    6. Legal heir certificate
    7. Affidavit form other family or legal heir in accordance to change ownership
  3. For vehicle purchased in public auction :
    1. FORM 32 :Form 32
    2. Certificate of Registration and Insurance.
    3. Certificate of order confirming the sale of vehicle in his favour by the person authorized to conduct the auction.
    4. Certified copy of the order of the Government authorizing the auction of the vehicle.
    5. Passport size photo of purchaser.

  1. Validity remains unchanged for the period available
  2. Usually a vehicle registration certificate is valid for 15 years from the date of issue and can be renewed for a period of 5 years after expiry.

Need for the Document

  1. The transfer of ownership of a vehicle is to be applied in the concerned motor vehicle (RTO) office where the vehicle is registered.
  2. The transfer of ownership of vehicle is needed
  3. In case of death of the registered owner, then the application is to be made by the legal heirs of the vehicle with the required set of documents.
  4. The sale of vehicle also requires transfer of vehicle ownership from seller
  5. Purpose is to establish clear ownership and to tax motorist or vehicle owners.

In case of vehicle registered outside the state, the transferor (seller) should report the fact of transfer within 45 days of the transfer to the concerned registering authority.
