Apply In-Person
- To transfer Goods Carriage Permit in Haryana the applicant has to approach the RTO office to which his area belongs to.

- Application form can be downloaded using the following link: Application forms

- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Application forms can also be obtained from the appropriate RTO offices that can be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
- Important verifications for the transfer including Vehicle chassis number, Body built, legality of the person related etc… will be carried by authorities.
- After checking the vehicle for its correctness and other appropriate requirements the application will be processed further.
Apply Online
- Use the following link : Parivahan Home page and select “Permit Online” option under Other online services
- Select Haryana in the drop down menu and click “proceed”
- Please follow the screen and fill in prompted details to process your online procedure
- Upload required documents and take printout of acknowledgement.
- On the appointment date, go to RTO office before 11:30 am and submit the documents. Once you submit and pay the fee, rest of the procedure will happen as per how you apply in person.

- Use the following link : Parivahan Home page and select “Appointment” option under Other online services
- Enter the application number as prompted and click “Get user Details” to process online in getting appointment
Apply Online:
- To Transfer Goods Carriage Permit, use the following Link : Link and select “Permit Online” option under Other online services
- Now Select Haryana in the drop down menu and click “proceed”
- Please follow the screen and fill in prompted details to process your online procedure
- Upload required documents and take printout of acknowledgement.
- On the appointment date, go to RTO office before 11:30 am and submit the documents.
- Once you submit and pay the fee, rest of the procedure will happen as per the processing time.
Apply through Centres:
- To Transfer Goods Carriage Permit in Haryana, the applicant shall visit the nearest EDisha / Antyodaya Saral Kendra. Find contacts to EDISHA / ANTYODAYA SARAL KENDRA centres in the Link provided: Link
- The applicant may also sign in through the web portal mentioned above and provide the required information for the process.
- Procure the application form from the concerned centre and fill it up with the necessary details required for the permit.
- Make sure to attach all the "Required Documents" along with the application form before submission.
- Provide authorized signatory and photograph, wherever applicable.
- Now submit the application to the office of the concerned centre.
- On successful verification, the applicant will be notified by the edisha centre.
- Obtain the new permit from the concerned office.

Required Documents

- Original Permit.
- Registration Certificate
- Fitness Certificate
- Insurance Certificate.
- Proof of payment of tax for the current quarter.
- Payment of green tax wherever applicable.
- Pollution under control certificate
- Aadhaar card
- The resolution of the RTA/STA or the order of the Court (If required)
- In case of natural transfer (maximum age limit of permit holder or maximum year of permit in one person’s name) – Age related transfer
- An affidavit to the effect that other members of the family do not have any objection for the transfer of the vehicle and the permit in respect thereof to the applicant, duly attested by a notary should be submitted.
- In case of death transfer of permit holder – to legal heir
- Death Certificate in relation to the permit holder.
- Copy of the letter in which the death of the permit holder was intimated to the competent Authority.
- Legal Heir Certificate issued by a competent Authority enabling the applicant to succeed to possession of the vehicle and the permit. (or)
- "Proper person Certificate" or "Family members Certificate" issued by the Mandal Revenue Officer concerned.
- If "Proper person Certificate" or "Family members Certificate" issued by the Mandal Revenue, Officer concerned has enclosed an affidavit to the effect that other members of the family do not have any objection for the transfer of the vehicle and the permit in respect thereof to the applicant, duly attested by a notary should be submitted.
- Transfer Due to Change of Vehicle
- Registration Certificate of the proposed for replacing the existing vehicle.
- Fitness Certificate of the existing vehicle and the vehicle proposed for replacing the existing vehicle.
- Insurance Certificate in respect of the vehicle proposed for replacing the existing vehicle.
- Payment of green tax wherever applicable for the new vehicle
- Proof of payment of the vehicle proposed for replacing the existing vehicle the current quarter.
- Note: If the existing vehicle under stoppage, it need not have valid F.C., valid I.C., and it need not be covered by payment of tax for the current quarter provided the stoppage is genuine

Validity
- Permit is usually valid for 5 years
- The renewal of permit can be obtained with Vehicle fitness certificate and FC as per authorities of concerned RTO
- The age of the vehicle is also considered to restrict the validity of the permit
- NOTE: Validity differs with the type of vehicle and also for the load the vehicle can manage

Need for the Document
- “Goods Carriage Permit” means a permit granted by authority to a goods carriage vehicle to operate in the specified route.
- The age of the vehicle should not exceed 12 years to apply for this permit
- Transfer of goods carriage permit arises whenever the permit holder dies. The legal heir has to get the permit transferred in his name.
- A regional transport authority may, on an application made to it under Rule 174 (iv) of the Motor Vehicles Rules, 1989 grant a goods carriage permit to be valid throughout the State
- Goods carriage permit is needed for a vehicle operator to ply his vehicle to carry goods from one place to another.
- Vehicles with this permit……
- (a) Be used only in a specified area or on a specified route or routes
- (b) That goods of a specified nature shall not be carried
- (c) That goods shall be carried at specified rates etc.
- With Goods Carriage Permit – an operator can transport items / Goods as classified within India
- FC (for clearance) is a process meant for reviewing the condition of the vehicle by the RTO authorities
