Haryana - Obtain Certificate of Approval for Irradiation Facility


Procedure

Apply In-Person

  1. Applicants shall visit the nearby office of the Department of Atomic Energy (DAE) to obtain certificate of approval for irradiation facility. [Refer the office contact details in the “Office contacts & Locations” section below for address details.]
  2. Collect the application form for certificate of approval of irradiation facility from the office. The form is available online in the following link (Form III): Link
  3. Now complete the form with the necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
  4. After filling the form, attach the documents mentioned in the “Required Documents” section below with the completed application form.
  5. Check the application form and then submit it to the competent authority.
  6. Now pay the required application fee to the concerned authority.
  7. The officer after validating the application form and the documents will provide you with an acknowledgement/receiving slip.
  8. The form can also be sent to the chairman of AERB (Atomic Energy Regulatory Board) whose office is located in Mumbai via post but will be processed by the competent authority of DAE.
  9. The inspector, after receiving the information will validate the details with a field inspection. The applicant will receive an SMS/call regarding the date and the time, the authorities will visit for the field inspection.
  10. After inspection, he may modify the information if required, review the details and if satisfied will forward it to the approving authority.
  11. After verification, if the competent authority is satisfied with the report then it will be processed.
  12. Once it is processed, and the certificate of approval is ready, the applicant will receive an SMS or call on the registered mobile number to collect it.
  13. The applicant will be required to carry the acknowledgement/receiving slip when going to collect the certificate of approval from the office.




Required Documents

1. A site plan of the installation of scale 1:500 approx indicating the location of the building, residential complexes. It must show the occupancy within 5 meters radius of the power.
2. Blueprints of the architecture showing the layout of the equipment.
3. Details which are required on geology of the situation, water level, soil characteristics, seismicity.
4. Drawing of the design of power along with the details of protecting surrounding of source, wall thickness and labyrinth access if applicable, openings voids, reinforcements, mechanical and electrical safety systems, ventilation, fire protection systems.
5. System for source movement (where appropriate).
6. Report for safety analysis to demonstrate the adequacy of radiation safety under normal and anticipated accident conditions as detailed in rules 20 and 21.
7. Procedures for operation and emergency.
8. Calibrated radiation monitoring equipment list in working conditions.
9. Organizational structure description including delegation of authority and responsibility for operation of the power.
10. The other required information which the Competent Authority may deem necessary to access the security status of the irradiation facility.
11. The seal of the institute.

Instructions

  • All the statements made should be correct in the application.
  • Operations are not going to be administered for purposes aside from those specified under item 7(5) of the appliance form.
  • The irradiation facility shall not be transferred/sold/rented by the owner without the prior permission of the Competent Authority.
  • Radiation source for the irradiation unit are not going to be transported without the prior permission of the Competent Authority.
  • Radiation and medical surveillance of all persons engaged in radiation work as needed by the Competent Authority are going to be duly administered at the owner’s expenses.
  • Recommendations which will be made up from time to time by the Competent Authority in respect of radiation safety measures will be duly implemented.
  • Changes within the personnel listed during this application are going to be intimated forth with to the Competent Authority.

    • Name of the supplier and its address
    • Purpose of the irradiation facility





Need for the Document

  • Licence for operating an irradiation facility shall not be granted, unless the applicant obtains a Certificate of Approval from the Competent Authority by submitting the required documents.



Information which might help

  • The decision of the Competent Authority that the plans are according to the requirements of the Act, subject to such conditions as it may specify, shall be final. Approval shall be communicated to the applicant under the signature of the Competent Authority on one copy of each of the plans. The Competent Authority may call for such other particulars required for such certification from the applicant which shall be complied with by the applicant within the period prescribed.
  • No occupier shall use any premises as a factory for the purposes of the Atomic Energy Act, 1962 except with the approval of the Competent Authority of DAE.
