Procedure
Apply via Agent
- To register as a voter, go to the Guam Election Commission located at Suite 200 2nd Flr GCIC Bldg in Hagta at any time of the calendar year. You can also register as a voter by visiting a deputized Registration Clerk (registrar) at your Village Mayors Office or your public high-school or college campus, if voters registration is available in those places.
- Fill out an Affidavit of Registration.
- Submit your affidavit to the election officer and present documents that will prove your identity and your nationality.
Renewing your registration
- Once you have registered as voter, you do not need to register again in order to vote in every election, unless you did not vote in the last two General Elections; or are transferring to another voting district. Failure to renew your registration, will prevent you from voting.
Required Documents
- Completed Affidavit of Registration
- Proof of U.S. Citizenship (any of the following):
- U.S. Passport
- Certificate of U.S. Citizenship
- Certificate of Naturalization
If you do not have any of these documents, please provide the Registrar with an original or certified copy of one document from list (1) AND one document from list (2):

- certification of birth abroad issued by the Department of State
- original or certified copy of a birth certificate issued by a state, county, municipal authority, commonwealth district or outlying possession of the United States bearing an official seal
- Native American Tribal document
- U.S. Citizen ID Card
- government of Guam Cedula

- drivers license or ID card issued by a state or outlying possession of the United States; provided, it contains a photograph or information such as name, date of birth, sex, height, eye colour and address
- ID card issued by Federal, state or local government agencies or entities; provided, it contains a photograph or information, such as name, date of birth, sex, height, eye colour and address
- school ID card with a photograph
- voters registration card; U.S.Military card or draft record; military dependents ID card
- U.S. Coast Guard Merchant Mariner Card.

- Applicant must not be confined in a mental institution
- Not declared as judicially insane
- Must not be committed under a sentence of imprisonment
- Citizen of the United States
- will turn 18 years old or older on election day
- Resident of Guam
