Apply In-Person:

1. To Apply for Quarry License in Ghana, the applicant must go to the Minerals Commission Office.

3. The applicant should obtain the application form.
4. Read carefully through the application form as there contain different section.
5. The applicant has to make sure he or she has all the required documents that are required for this process to be successful and they can be found under the "Required Documents" section of this page.
6. Once the applicant application form and any relevant supporting information/documents have been completed, signed, stamped, and certified where required.
7. Submit the completed form in two copies along with the supporting documents to the respective office.
8. The official will check the application for accuracy and to ascertain if that the application is correct.
9. The official will confirm that the applicant has paid the correct fee and that can be found under the "Fees" section of this page and then update the file and schedule a date for the site inspection.
10. On the scheduled date, MINCOM will send its inspectors to conduct due diligence on the proposed site and write a report which him/her will be required to declare and sign
11. Then the complete application and the inspection report will be forwarded to the commissioner and government-related agencies requesting inspection of the proposed quarry site and their recommendations and approval of the proposed quarry site.
12. A final report is collated by the MINCOM which includes the recommendations of the agencies and the report is then submitted to the Quarry Advisory Committee for deliberation.
13. If he/she is granted a quarry license, the license is approved for a specific period and over a clearly defined geographical area. In cases where the application is rejected, an appeal can be made to the authority.
14. For the approved application, applicant must submit the following documents for the Quarry License to be issued to the applicant:
    • Restoration Bond to be maintained on deposit with the Commissioner
    • Quarry Plan
15. After assessment and if it is determined that your documents and the agency site inspections are in order, applicant will be contacted through telephone when the license is ready for collection from the MINCOM.
16. The entire process will take about 90 days to complete.

• Copy of documents in support of the competence/authority of the person making this application to make application on behalf of the User Agency
• Copy of Survey of Ghana Top sheet indicating boundary of forest land proposed to be diverted
• Scanned copy of the Geo-referenced map of the forest land proposed to be diverted prepared by using DGPS or Total Station
• Copy of note containing justification for locating the Project in forest land
• Copy of Cost-Benefit analysis
• Copy of ownership proof
• Copy of Mou/agreement executed between the Present owner and the User Agency
• Copy of non encumbrances certificate for the forest land
• Copy of the map of the land identified for creation of Compensatory A forestation prepared by using DGPS or Total Station
• Copy of Survey of Ghana Top sheet in 1:50,000 scale indicating location of the land identified for creation of Compensatory A forestation
• Copy of grant of the mining/quarry lease
• Copy of the lease deed
• Copy of approved mining/quarry plan
• Copy of the detailed land use plan in 14,000 scale prepared by using DGPS or Total Station
• Copy of map of the outer boundary of mining lease area
• Copy of details of the plan for the transportation of the minerals

• Quarry license may only be granted to a Ghanaian citizen.
• Applicant must be at least 18 years old and must be registered by the office of the minerals commission in an area designated for small-scale mining operations.

• The government imposed 30 shillings per month licence fee in order for the miners to work their claim.

• Quarry license validity is for 20 years.

• Quarrying licence is granted for quarrying minor mineral in any private land (including patta land). Permit is granted to extract or remove sand not exceeding one thousand tonnes under any one permit valid for a period not exceeding three months.

• Quarries provide sand, gravel, stone and crushed rocks which can be used in a huge variety of construction projects, from building roads to bridges, housing and garden paths. Most quarries are man-made and the process is much more detailed than simply blasting a big hole in the ground.
