Apply In-Person:
- To Obtain License for Foreign owned vessels in Ghana, the applicant has to approach the Ministry of Fisheries and Aquaculture Development.

- Applicant must obtain the application form from the MOFAD department.
- The applicant must fill up the application form as directed and submit it to the concerned authorities.
- The applicant has to make sure that he or she has all the required documents that are required for this process to be successful and they can be found under the "Required Documents" section of this page.
- Payment of appropriate fees should be made and that can be found under the "Fees" section of this page.
- The applicant must provide all the required documents to the authorities for validation and also pay the requisite application fees.
- Submit the completed application form and pay the required application fee and submit the receipt as a proof of payment.
- Officers from the commissioner’s office will carry out inspections on the craft, fishing gear and other equipment to ensure that they comply with the required standards.
- If everything is in order, then they will continue to process the applicants’ application.
- After processing, the applicant will be issued with the license.
- A permit or license will be granted within 7 days.

- A certified transcript of its former registry or similar other document showing the previous ownership and the bill of sale.
- A copy of the full term Tonnage certificate.

Eligibility
- Applicant to be eligible should be non-citizens engaging in fish vessel activities in order to be issued with this license.
Fees
- Application Fees: GHS.10,000
- License Fee: 2,000,000 GHS
Validity
- A license is valid for one year.

Instructions
The applicant before receiving a License must fulfill the following conditions of licensing foreign fishing vessels.
- The applicant must show methods to be used in regulating the handling, storage and processing of fish by prescribed methods of handling, storage and processing of fish.
- Must provide the methods to be used for inspection of fish trading and processing establishments and fish products in accordance with established standards
- Management and control of fishing ports and waters.
- Show the methods handling, transporting, processing or selling of fish products.
- Show the Authority the process to use in organizing and regulating the marketing and distribution of fish.
- Must provide for the registration of private marks to be used to distinguish the ownership of fishing gear.
- How to prohibit or control the importation, exportation and introduction into Ghana of live fish of any kind or species.
- Licensing of a vessel is often subject to prior registration of the vessel either in the register of vessels kept by the shipping authority or in a separate register or record of fishing vessels maintained by the fisheries authority designated in the fisheries legislation. Prior registration is required in Ghana.
