Ghana - Obtain Construction Permit for Floating Storage Unit

Apply In-Person:

  1. To apply for Construction Permit for Floating Storage Unit in person, the applicant has to approach the National Petroleum Authority (NPA) in Ghana Contact link
  2. Applicants approach the NPA office and applicants can get their application form for Construction Permit for Floating Storage Unit.
  3. Applicant has to enter all the information in the application form.
  4. Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
  5. Applicant should attach photocopies of documents (whichever is necessary) along with the applicant from while submitting it at the office.
  6. A fee for this procedure is has to be paid as per the authority’s request.
  7. Submit the completed forms along with the supporting documents at the respective office for verification and processing.
  8. This application will be processed and the information will be verified by the NPA.
  9. If the verification is successful, the notification will be sent to the applicant.
  10. The applicant after seeing the notification can go to the NPA office and the applicants get their certificate.
  11. The Certificate of permit will be issued within 30days.





Required Documents

  • An application giving details of the proposals and any information that may be relevant to the project.
  • Evidence that applicant Company is an Oil Marketing Company (OMC) or an organization with established competence recognized by the Authority or oil trader of international repute and licensed by the Authority.
  • If the Company is not licensed by the Authority, the following documents shall be submitted with the application:
    • Certificate of Incorporation
    • Certificate to Commence Business
    • Companies Regulations 8 to 82
  • An Environmental Permit from the Environmental Protection Agency (EPA)
  • A Business Plan.
  • A permit from the Ghana Ports and Harbours Authority approving the installation of facility within Ghana’s territorial waters at the allocated site showing clearly the coordinates of the proposed location.
  • A Letter of Consent from the Ghana Navy.
  • A Letter of Consent from the Ghana Maritime Authority.

  • A partnership registered under the Incorporated Private Partnerships Act, 1962 (Act 152) or

  • The National Petroleum Authority was established by an Act of Parliament (NPA Act 2005, ACT 691) to regulate the petroleum downstream industry in Ghana. As a Regulator, the Authority ensures that the industry remains efficient, profitable, fair, and at the same time, ensuring that consumers receive value for money.

Need for the Document

  • Section 30 of the National Petroleum Authority Act, Act 691 of 2005 stipulates that no person shall construct or operate any petroleum facility such as floating petroleum products storage depots, without the prior written authorization of the Authority. In this regard, any individual or Company that wishes to establish petroleum products storage depots, as required by law, must apply for a license from the Authority.

  • The National Petroleum Authority wishes to inform the general public, specifically, those who intend to be, or are already service providers in the petroleum the downstream sector, on provisions under the national petroleum authority act 2005, (act 691) and the requirements for obtaining a license.
  • A person shall not engage in a business or commercial activity in the petroleum downstream industry unless that person has been granted a license for that purpose by the Authority.
