Georgia - Apply for Neutral Identification Card

In order to receive a Neutral Identification Card from home, you should fill out the electronic application form on the web-site of the Public Service Hall Application Form upload your photo, present other documents as required by the law, contact the remote-service operator and in face-to-face online communication mode express your wish to receive Neutral Identification Card.

Application in the distance mode can be filed personally by an adult legitimate resident of the Autonomous Republic of Abkhazia or the Tskhinvali Region, or by a parent or other legal representatives of a minor or incapable person.





Required Documents

If a person applies for the Neutral Identification Card for the first time, the following documents need to be presented:

  • Passport of the former Soviet Union
  • Birth certificate
  • Other document establishing identity

and each of the following:

  • Document establishing legal residence in Abkhazia or Tskhinvali regions
  • Receipt verifying payment for the issuance of Neutral Identification Card
  • Biometric photo.

Eligibility

A Neutral Identification Card is available to legitimate residents of the Autonomous Republic of Abkhazia and the Tskhinvali Region who do not possess a Georgian citizens identification.




Fees

You can pay the fee for the service of issuing Neutral Identification Card from a plastic card on the web-site as you fill out the electronic application form or through a bank cash transaction. In this latter case, it is necessary to present the receipt verifying the fee payment to the Public Service Hall.
