You may obtain a voter's card as long as you are a registered voter.
In France, voter registration is automatic at the age of 18. The citizen also has the option of voluntarily registering as a voter.

The voter's card is a document that certifies that an individual is registered as a voter in a municipality. It is issued to a newly registered voter after a year following his/her registration. There are also years when new cards are issued to all registered voters.
