1. Contact first the office in charge of issuing passports in your area to know the rules followed in applying for a temporary passport, and about where can you submit your application.
2. Fill out the application form. Forms are available from the passport office or you may fill out an application online. For forms filled out online, print a copy of the completed form and bring it along with you when you apply.
3. Submit the form along with all other required documents.
4. Pay the application fee.
5. You must personally appear and sign on the spot when you collect the passport.

If you are in possession of a secured document (even if it is no longer valid) you do not need to provide once again documents related to your civil status or French nationality.

If you have a recent passport (valid or hass expired less than 2 years ago):

• Completed application form
• Any document that can justify the need for the applicant to travel abroad (death certificate, hospitalization certificate, certificate from the employer ...): the original and a photocopy
• Tax stamps: 30
• Two identical passport photos that comply with the standards.
• Proof of residence : the original and a photocopy
• Old passport: the original and a photocopy

If you DO NOT have a recent passport:

• Completed application form
• Any document that can justify the need for the applicant to travel abroad (death certificate, hospitalization certificate, certificate from the employer ...): the original and a photocopy
• Tax stamps: 30
• Two identical passport photos that comply with the standards.
• Proof of residence : the original and a photocopy
• Old passport(if you have one): the original and a photocopy
• Secure identification card (plastic): the original and a photocopy
• If you do not have a secure identity card, you may submit your original birth certificate not older than 3 months (extracted with filiation or integral copy)
  • If you were born in a town affected by the dematerialization of civil status documents, you do not need to produce a birth certificate.
• If the civil certificate does not provide evidence of citizenship you must present proof of your French nationality: the original and a photocopy

Note: If you want to use a name different from the name used in documents you presented, other documents must be presented depending on the nature of this second name: name of the spouse or name of the other parent.

To apply for this procedure, you must be able to prove:

• There is an urgent need for you to travel abroad, especially for humanitarian or medical reasons (serious illness or death of a family member)
• Or for professional reasons there is an urgent need for you to travel abroad (departure can not be delayed).

Note: Temporary passports are issued on a case to case basis, submission of application does not guarantee that a temporary passport will be granted to the applicant.

A temporary passport is valid for 1 year.

Note: The emergency passport does not permit travelling to the U.S. without a visa.

You may apply at the prefecture of your choice. In some departments, it is necessary to go to the city hall for the entire process or only for checking the file before going to the prefecture. In other departments, the procedure can be done in the sub-prefecture.
