A temporary identity card may be issued to a person who has lost his or her proof of identity. For a special reason, a temporary identity card may also be issued to a foreign citizen who does not have a municipality of residence in Finland.

A temporary identity card is valid for four (4) months.

• A temporary identity card is issued to the applicant at the police department immediately.
• It does not contain a technical component that facilitates the use of e-services (a microchip).
• It cannot be used as a travel document.

A list which displays the kind of information which is required to complete the procedure.

2. City or County of Birth.

There are particular cases in which the police may issue a temporary identity card. The preconditions for granting such case are always carefully considered.

If an identity card reported as missing or stolen is found, it can only be used as a travel document after the card holder has presented the card to the police and reported it as found.
