Ethiopia - Request Land for Investment


Procedure

Apply In-Person:

  1. To make an application for allocation of land for investment the applicant can make an application to the Ethiopian Investment Commission.
  2. The address and contact details of the Ethiopian Investment Commission can be found in the “Office Locations & Contacts” of this page or through the following Link.
  3. Upon visiting the Ethiopian Investment Commission office, the applicant has to submit his request for Land for investment.
  4. The Ethiopian Investment Commission officials will issue the applicant with an application form to fill and submit.
  5. The applicant should then complete the application form with appropriate information under relevant sections. Attest the form with your signature once completed.
  6. Submit the completed application form to the Ethiopian Investment Commission officer together with the required documents. A list of the required documents can be found in the “Required Documents” section of this page.
    • If the applicant does not have an Investment Permit Certificate from the Ethiopian Investment Commission , the applicant needs to make an application to acquire one.
  7. The Ethiopian Investment Commission officers will then verify the documents submitted and issue you with an invoice to be paid for the application.
    • The application fees vary depending on the type and size of investment.
  8. Proceed to pay the application fees and submit the receipt to the Ethiopian Investment Commission officials.
  9. The Ethiopian Investment Commission, in cooperation with the concerned Regional Government entities, will facilitate and follow up the allocation of land for the approved foreign investments.
  10. The investor will be allocated the piece of land within 60 days after submitting the application for allocation of land for an approved investment.

  • Proof of capital.
  • Confirmation letter and credit advise from bank.
  • Two recent passport-size photographs of the investor.
  • Memorandum of association and Article of Association

  • Power of attorney


Note:
All documents whose sources are outside of Ethiopia shall be:

  • Authenticated by the concerned notary office and Ethiopian Embassy in the foreign country; and
  • Authenticated and registered by the Ministry of Foreign Affairs of Ethiopia.

Eligibility

  • Any individual who wants to invest in Ethiopia is eligible to make the application for allocation of land for investment.


Note:

  • Before any foreign investor is allowed to invest in Ethiopia, one is required to allocate a minimum capital of USD 200,000 for a single investment project. (USD 100.000 if it is architectural or engineering works or related technical consultancy services, technical testing, and analysis or in publishing)
  • But if this foreign investor is trying to invest jointly with a domestic investor the minimum capital required of the foreign investor will be USD 150,000. (USD 50.000 if it is architectural or engineering works or related technical consultancy services, technical testing and analysis or in publishing)

  • The application fees vary depending with the type and size of investment.



Validity

  • Leaseholders have the right to use over urban land for periods ranging from 50 to 99 years.

  • In Ethiopia, land is public property. However, both rural and urban lands are made available to investors at competitive price on a lease-hold basis.
  • Leaseholders have the right of use over urban land for periods ranging from 50 to 99 years. Lease right over land can be transferred together with on built facilities. Each Regional Government delivers, based on the Federal Law and its own laws, the required land to an investor within 60 days after receiving an application for allocation of land for an approved investment.
  • The Ethiopian Investment Commission, in cooperation with the concerned Regional Government entities, facilitates and follows up the allocation of land for approved foreign investments.
  • Investors who intend to invest in export-oriented projects are given priority to acquire land at reduced lease price.
