Ethiopia - Obtain a Multi Crew Pilot License


Procedure

Apply In-Person:

  1. The application form for obtaining a multi crew pilot license is available in the Ethiopian Civil Aviation Authority contact link
  2. Applicant should fill-in all the necessary details in the application form.
  3. Applicant should make sure to carry all the necessary documents that are mentioned in the “Required Documents” section of this page (Both photocopies and Originals).
  4. Applicant should attach the photocopies of the necessary documents (whichever is necessary) along with the application form while submitting.
  5. Fee must be paid as per the authority’s request.
  6. If all the above-mentioned procedures were followed by the applicant properly, then, the permit will be issued to them within 6 months.
  7. If the applicant didn’t get the License within 6 months, then, they can reach out to the office for getting information on their application.




Required Documents

The following documents are required for the process is listed below:

  • A computerized aeronautical knowledge test
  • Accumulate and log a specified amount of training and experience document.
  • A third class medical certificate.

  • Flight at slow airspeeds with realistic distractions, and the recognition of and recovery from stalls entered from straight flight and from turns.
  • Normal and crosswind takeoffs and landings.
  • Control and maneuvering an airplane solely by reference to instruments, including descents and climbs using radio aids or radar directives.
  • Cross-country flying, using pilot age, dead reckoning, and radio aids.
  • Maximum performance takeoffs and landings.
  • Night flying, including takeoff

Eligibility

To be-eligible for a Crew Pilot License, the applicant must:

  • Be at least 18 years of age
  • Be able to read, write and understand English. Meet ICAO English Language Proficiency level.
  • Pass the written examination given by ECAA on the subject area
  • Pass an oral and flight test given by ECAA Designated Flight Examiner
  • Hold a current Class 1 Medical Certificate
  • Have a minimum of 250 hours of flying training, and 750 hours of theoretical knowledge instruction.

Instructions

  • Pilots can begin training at an age of 18 and can solo balloons and gliders at age 21 in Ethiopia.
  • A license will contain a number of sub-qualifications or ratings.
  • An ECAA-issued pilot certificate is evidence that an individual is duly authorized to exercise piloting privileges in Ethiopia.
  • An individual may hold only one pilot certificate at one time.
  • Most pilot certificates and ratings require the applicant to pass a knowledge test, also called the written test.
  • All pilots’ certificates and ratings require a practical test.



Required Information

  • Be at least 21 years old and a citizen of Ethiopian or Resident of Ethiopian.
  • Be able to read, speak, write and understand the English language.
  • Obtain at least a third class medical certificate from an Aviation Medical Examiner
  • Pass a computerized aeronautical knowledge test from Ethiopian Civil Aviation Authority,
  • Accumulate and log a specified amount of training and experience, including the following:
  • At least 40 hours of flight time, including 20 hours with an instructor and 10 hours of solo flight.
  • 5 hours of solo cross-country time including one flight of at least 150 nautical miles with full stop landings at a minimum of three points
  • Three solo takeoffs and landings to a full stop at an airport with an operating control tower.
  • 3 hours of night flight training and 10 takeoffs and landings to a full stop at an airport
  • 3 hours of instrument flying training
  • Pass an oral and flight test administered by an ECAA inspector or ECAA designated examiner.

  • In order to be considered for the MCPL, you'll need to have significant time logged actually in the air. 250 hours total time is the minimum required for flying training and 750 hours for theoretical knowledge training. That's quite a bit of flying time; you must be a pilot in command, so training time counts here. Obviously, holding a JAA PPL will put you closer to the requirement, though you will have to log additional hours regardless of the license that you hold.
  • You'll need to have at least 250 hours logged in the air as the Pilot in Command. That doesn't mean that you have to be the only one in the cockpit, but that you were the commanding pilot during the flight.
  • You are required to have acquired the private, commercial pilot certificate and Air transport pilot license (helicopter) first because MPL is a significant development in training professional pilots. An MPL holder is authorized to be the co-pilot of an aircraft they have a type rating for in an IFR operation. However, the pilot must be working for an operator that is approved as a training-and-checking organization.


You are also required to

  • Hold a CPL or MPL with the same category rating
    • Have at least 1500 hours experience for the aero plane category rating, or 1000 hours for the helicopter category rating
    • Have completed an approved course of training in multi-crew cooperation (MCC).
    • The theory exams must be completed within a two-year period to remain valid.
  • One of the most significant changes in the new regulations is the introduction of an ATPL flight test. The flight test will be in a multi-engine turbine aircraft or an approved flight simulator.
  • You will also have to have passed a wide range of ATPL examinations - there are 14 in total. You have to have a passing score in each of these areas or you will not be considered as an eligible candidate. Thankfully, you can re-sit examinations if you do not pass, though this will add time to your training.
  • While the flight test for the ATPL (A) must be conducted as an IFR multi-crew operation with a co-pilot, the test for the ATPL (H) must be done in a helicopter that is certificated at least for Night VFR operations with a co-pilot, or in an approved flight simulator. The helicopter test can be done as an IFR or VFR operation.
  • You will have to obtain a qualifying cross-country flight of 300nm in order to earn your Multi crew Pilot certificate/license as well.
