Ethiopia - Obtain Commencement License or Permit

Apply In Person

  1. Before beginning the construction of a new building or project, the developer must obtain a commencement certificate from the local authorities, the applicant has to approach the Ministry of Urban Development, Housing and Construction.
  2. To visit the Ministry of Urban Development, Housing and Construction, the applicant can use the following link
  3. The applicant has to get the form from the office to get the commencement certificate to build the license.
  4. Make sure that you should have all the documents mentioned in the “Required Documents” section of this page.
  5. Applicant has to submit the completed license form with the construction plan and other documents to the officer.
  6. Once the verification of the gets over, the applicant gets the license from the officer by visiting the office within the stipulated processing period of time.
  7. Fee for this procedure has to be paid as per the authority request.

  • Copy of sanctioned plans.
  • Photographs of entire buildings.
  • Structural Stability Certificate from a licensed Structural Engineer.
  • Completion certificate by a licensed Structural Engineer.
  • Completion certificate by an Architect Licensed Structural Engineer/ Engineer/ Supervisor.
  • Tree plantation compliance certificate from the Land Owner or Developer.
  • Property documents
