Ethiopia - Apply for Mineral Reconnaissance License or Permit

To Apply for Mineral Reconnaissance License or Permit, applicant has to make the application in Ethiopian Mining Cadastre Portal link

Step -1:

  1. The applicant has to register or sign in at the Ethiopian Mining Cadastre Portal.
  2. To register, the applicant has to complete the application from link and submit it to the authority either by approaching the office direction or via e-mail.
  3. The Ministry of Mining and Petroleum, Regional Mining Authority or City Administration will then verify the submitted documents and application, and if no problems are detected, an email will be sent to the applicant confirming their successful registration.
  4. A user profile will be automatically created in the Mining Cadastre Portal and an email sent to the user's registered email address with a link to set a password for the first time.


Step- 2:

  1. After registration the applicant needs to login with their user ID and password.
  2. Select “Reconnaissance License” and complete the application form.
  3. The applicant has to fill all the necessary details in the application form.
  4. The applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. Review the applicant and submit the application form.
  6. The applicant has to pay the prescribed fee as per the request.
  7. The Ministry of Mining and Petroleum, Regional Mining Authority or City Administration will then verify the submitted documents and application, and if no problems are detected, an email will be sent to the applicant regarding the application.

Eligibility

  • A license may be granted to any person who satisfies the requirements of the relevant license set out by the regulations and directives provided that the applicant is qualified to carry on trade under the provisions of the relevant law and possess or has a confirmed access to financial resources and technical competence.




Fees

  • Fee for this procedure has to be paid as per the authority request.




Validity

  • A reconnaissance license shall be valid for the period specified in the license; provided however, that such period shall not exceed 18 months.
  • A reconnaissance license shall not be renewable.

Instructions

A license area shall comprise of:

  • The land within the boundaries and all sub-soil there under to an indefinite depth within the vertical planes passing through each boundary where the mining involves a primary or placer mining operations.
  • The depth of the deposit compiled where the mining involves mining operations from stockpile or residue.

Need for the Document

  • A Reconnaissance License allows its holders to do a general search for any mineral in a particular region.
  • The Licensing Authority shall grant a non-exclusive reconnaissance license where the work program does not involve any geological work that would result in the disturbance of the surface of the earth.




Information which might help

  • The Licensing Authority shall establish and maintain a Registry of Licenses and Leases.
  • The Registry shall contain details of all registered applications for licenses and all details of their granting or refusal, and any other particulars as may be required by the relevant provisions of this Proclamation, regulations and directives.
  • Every license, lease and instrument under which mining right is transferred, assigned, surrendered, suspended, revoked, encumbered inherited or otherwise treated shall be registered in the Registry. Each instrument relating to such rights must be presented for registration within 90 days after the date thereof or it shall otherwise be null and void.
  • The Registry shall be open to the public for inspection.
  • A copy of every instrument required to be filed with the Licensing Authority for registration, together with the map or other plan necessary for identification of the area concerned, shall be filed with the register of immovable property of the Government pursuant to the applicable laws.
