1. To obtain a Work Ability Card, you will need to submit an application to the Unemployment Insurance Fund office (addresses are provided under 'Office Locations & Contacts').
2. The card will be sent to you by mail.

Card Replacement

In case of loss, destruction or theft of the card, you can submit a request for a replacement card at the offices of the Unemployment Insurance Fund. You may also send your request by sending an e-mail to kaart@tootukassa.ee.

If you have been assessed as having partial or no work ability, the Unemployment Insurance Fund will give you a plastic card certifying that.

You may need a Work Ability Card to receive discounts provided by local governments and private companies; state institutions exchange the data necessary to provide discounts between their databases. Aside from statutory discounts, it is up to service providers to decide whether or not to provide any additional discounts and, if so, to what extent.
