Estonia - Obtain Voters Card


Procedure

  • Voters are registered in the population register and the data compiled on the basis of voters' lists. To have your name included in the list of voters, you must have your name and residential address entered in the population register, which also means your name is also included in the polling list.
  • If you haven't registered your residential address, you can file a notice of residence to the population register. Submit a written notice of residence personally or digitally . You must also update your data in the population register in case there is any change with your residential address or your status, so your voter's information may also be updated.
  • Before the election, the voter's card will be sent via mail to the registered voter. Receiving a voter's card means your name is officially included in the voter's list, you not necessarily need to bring the card at the polling station when you cast your vote.
  • If you haven't received your voter's card 15 days before the election day, you may inquire about your card at the municipality or city registrar where you are a resident. You may do this by going there personally or by calling.
  • Nowadays it is possible to order the voter card electronically. Your voter's card will be sent to you by e-mail.

Eligibility

  • Estonian citizen has the right to vote in all elections
  • Citizens of European Union Member States have the right to vote in elections for local government councils and the European Parliament elections.
  • Non-European nationals may vote during local council elections.


To be able to vote:

  • A person must be 18 years of age.
  • Not prevented by law to vote, incapacitated or has been convicted of a criminal offence and carries a prison sentence.
  • A person must be entered on the voters list, which means that he/she must have entered his/her residential address in the population register.

Required Information

Information entered in the population register:

  • First and last name
  • Personal identification number
  • Gender
  • Data on the residence
  • Address, phone number, e-mail address)
  • Birth information (date of birth and place of birth)
  • Citizenship
  • Alien's residence and work permits (including validity period)


Other information entered in the population register:

  • Marital status (single, married, widowed, divorced)
  • Mother, father, wife and children information, including details of custody;
  • Custody records
  • Statistical data (ethnicity, language, education, occupation)
  • Data on a person's documents (identity card, residence card, passport, driving license, marital status, number of documents, etc., the date and place)
