Requirements for the photograph
It must be possible to identify a person on the basis of a photo unequivocally.
More detailed requirements set to the photo can be found in Government of the Republic of Estonia regulation.
Proportions of the taken photos can be compared by means of a template that can be found here. By printing of the template, we ask not to change the scale. The document photo can be taken in the majority of Service Offices with the exception of Otep and Elva.
Photo taken in a photo booth is digital and it can be used in all Service Offices, by applications sent by post or by e-mail within 14 days.
Photo can be taken in photo booth of the Service Office free of charge.
By applying for a document for a child being below the age of three years it is easier to take a photo by a photographer than in photo booth. If necessary, ask for additional information or assistance from customer service official.

Issuance of an aliens passport An aliens passport is issued within 30 days (after acceptance of the application for the proceeding) to an applicant in person in the Service Office marked in the application form.
An aliens passport applied for in expedited order is issued within 2 working days (counting starts from working day following the day of submission of the application) to an applicant in person in Service Offices located in Tallinn only.

An aliens passport can be applied for in Service Offices of the Migration and Citizenship Bureau. If less than 2 years have passed since applying for the previous aliens passport and taking of fingerprints, you can also apply for an aliens passport by post.
An aliens passport can be applied for in expedited order in the Service Offices.

An aliens passport is a travel document that is issued to an alien by the Republic of Estonia. An aliens passport is issued on the basis of an application to an alien who holds valid residence permit or right of residence and if it certified that he/she does not hold travel document of a foreign state and it is not possible to receive it.
By applying for a passport, an applicant has to give fingerprints samples (starting from age of 12) that will be entered to an applicants passport.

1. What is biometrics?
Biometrics is understood as being a method of establishing the identity of a person, which uses traits unique to a person such as fingerprints, voice, irises, handwriting, etc.
2. What is a biometric document?
A biometric travel document is a personal identification document, located on the back cover of which is a chip containing, in digital format, the personal data of the document holder (given and surname, date of birth, citizenship) and biometric data (facial characteristics, fingerprints).
3. Into which types of documents fingerprints are entered?
As of June 2009, fingerprints are entered in Republic of Estonia travel documents:
The Estonian citizen' passport, alien's passport, seafarer's discharge book, certificate of record of service on Estonian ships, temporary travel document and travel document for refugee are issued by the KMA The diplomatic passport is issued by the Ministry of Foreign Affairs.
4. Why are fingerprints being collected?
Fingerprints are used as one biometric characteristic in the identification of a person. Fingerprint biometrics is one of the most secure methods of personal identification, since two identical fingerprints do not exist. Fingerprints are unique, thus allowing for the placement of fingerprints into travel documents to create a secure relationship between the document and the user, reducing the criminal use of documents and the possibilities for counterfeiting, reducing identity theft, improving the quality of establishing identity upon the issuing of personal identification documents and when crossing borders.
Please explain what are other uses of obtaining this document/certificate. e.g. Birth Certificate can be used as proof of identity.
