Requirements for the photograph
It must be possible to identify a person on the basis of a photo unequivocally.
More detailed requirements set to the photo can be found in Government of the Republic of Estonia regulation.
Proportions of the taken photos can be compared by means of a template that can be found here. By printing of the template, we ask not to change the scale. The document photo can be taken in the majority of Service Offices with the exception of Otep and Elva.
Photo taken in a photo booth is digital and it can be used in all Service Offices, by applications sent by post or by e-mail within 14 days.
Photo can be taken in photo booth of the Service Office free of charge.
By applying for a document for a child being below the age of three years it is easier to take a photo by a photographer than in photo booth. If necessary, ask for additional information or assistance from customer service official.

The ID-card is issued within 30 days (after acceptance of the application for the proceeding) to the legal representative of a child in the Service Office or in the foreign representation of the Republic of Estonia marked in the application form. Delivery of the ID-card to a foreign representation may take more time. For information concerning the arrival and delivery of documents please contact the foreign representation of the Republic of Estonia, whereto you have ordered the document.
The ID-card applied for in expedited order is issued within 5 working days (counting starts from working day following the day of submission of the application) to a legal representative of a child in Service Offices located in Tallinn only. To a minor of at least 15 years of age, the ID-card shall be issued in person.

An application for an ID-card for a minor of less than 15 years of age is submitted by legal representative of the minor (for example, a parent, guardian, authorised representative of a guardianship authority).
An ID-card can be applied for in Service Offices of the Migration and Citizenship Bureau, in foreign representations of the Republic of Estonia, by post or by e-mail.
An ID-card can be applied for in expedited order in the Service Offices. If an identity document has not been issued to a child earlier, then an ID-card in expedited procedure can be applied for only in the Service Offices located in Tallinn.

An identification document or ID-card is a mandatory identity document for Estonian citizens and citizens of European Union residing permanently in Estonia. In addition to regular identification of a person, an ID-card can also be used for establishing one's identity in electronic environment and for giving one's digital signature. Within the European Union, an ID-card can also be used by the citizens of Estonia and European Union as a travel document.
