Apply In-Person:

1. To Obtain Special Flight Permit in person, the applicant has to contact the nearest Civil Aviation Authority Office in Egypt.
2. Information related to the civil aviation office and the License authority can be obtained from the “Office locations and contacts” section of this page.
3. First, the applicant has to compose an application in writing, as a request for the Special Flight Permit.
4. It must state the purpose for which the aircraft will be used, the number and type(s) of aircraft to be operated and Area of operation of flights (i.e. whether within and outside Egypt).
5. Visit the office of the Director General and submit the application letter along with the documents in the “Required Documents” section of this page.
6. Attach the required documents with the letter of application.
7. The applicant will be advised to pay the prescribed fees found under the "Fees" section of this page.
8. After receiving an application, the Director General may request for the necessary additional information (if required) from the applicant.
9. The applicant should comply with the directives made by him/her and provides the required information.
10. During the processing course of the application, forward the Personal History Statements forms and other relevant documents to the Ministry of Aviation on behalf of the applicant to enable it seek Security Clearance, from the Presidency.
11. Once all the necessary processes get completed, the authorities will make necessary steps for the permit issuance process.
12. When the permit is ready to be collected, the applicant will be informed to collect it by any applicable means.

• Two Passport size photographs (for each owner or shareholder with more than 5% equity shareholding)
• Proof/receipt of payment
• Proof for Source(s) of funds for maintenance and safe operation of aircrafts
• Tax Clearance Certificate(s) of owner and Directors
• Certified true copy of the Certificate of Incorporation (four copies)
• Certified true copy of the Memorandum and Articles of Association (four copies)
• Valid proof of Identification (Individuals)

• Any individual or organisation, that wishes to carry on Special and Non-commercial Flight Operations, is eligible for the permit.
• The applying entity must possess an Identification document (individuals) or a valid founding document (non-individuals) in order to become eligible for the permit.

• Non-refundable processing fee: EGP 250,000.00
• Utilization fee: EGP 50,000

• The validity of the Permit shall be for three (3) years.

• The application shall be signed by a person duly authorized by the applicant.
• The application must be submitted on or before a date not less than six (6) months to the expected date of utilization of the permit.
• It is important that the completed form must contain all the information required properly and the form must be filled legibly, in order to get accepted by the Authority.
• Make sure that the applicant must attach all the required documents as specified by the authority to avoid rejections.
• Upon receipt of the permit, a utilization fee (EGP 50,000) shall be paid to the Authority annually.
• No aircraft can be imported into the country without pre-arrival inspection and No aircraft operation can commence without CAA Safety Clearance from the Directorate of Airworthiness and the Directorate of Operations and Training.
