The vehicle owner shall submit the required documents to the Motor Vehicle Administration.

• Vehicle owners and, if applicable, agents original and photo copy of identification document.
  • For foreign embassy, consulate or international organizations China representative

office: identification document must be issued by the embassy, consulate or international organization

• • For foreign funded enterprise or foreign enterprises Beijing representative office: Organization Code Certification and business license or foreign enterprises Beijing representative offices registration certification.
  • For individual foreigner: passport and residence permit
    • For Hong Kong and Macau resident: Travel pass to the mainland
    • For Taiwan resident: Travel pass to the mainland and residence permit
  • For employee of foreign embassy, consulate and international organizations China office: valid identification document issued by Ministry of foreign Affairs of P.R.C.
• For re-applying for vehicle registration card, * is required. Remark: rubbing label using a pencil to "rub" the vehicles identification number (frame number) onto a piece of paper.
• If the vehicle was confiscated by law execution department and sold at an auction or the vehicles ownership was transferred after an intercession or ruling by the Peoples Court, but the vehicles previous owner did not provide the current owner with the vehicle registration card, the current owner should submit original proof certificate issued by the law execution department, or arbitration, or the peoples court stating the absence of vehicle registration card, or original issued by the Peoples Court for re-application of vehicle registration card.
• If the vehicles current owner cant apply for vehicle registration card in person due to death, out of country, serious sickness or other force of nature, proper proof of authorization must be presented.
• If the original vehicle registration card is damaged beyond recognition or if there is no room for future memorandum, it must be surrendered.
