To apply water to the unit or individual (hereinafter referred to as the applicant), should have the approval authority to the approving authority to apply. Application using a variety of sources, and the various sources of water permit approval authority shall be the approving authority at the highest level to which to apply.

In order to access to water units individuals shall apply for water permits, and pay the water fee.

Produced by water abstraction permits unified administrative department of the State Council, the approving authority issuing water permits only charge nominal fee.

Water license validity period is generally five years, a maximum of 10 years. Expiry need continuity, water unit or individual shall expire 45 days in the original examination and approval authority to apply in the validity of the original approval authority shall, before the expiry, the decision of whether to continue.

The term water refers to the use of water resources in water projects or facilities accessible directly from rivers, lakes or underground.

Governments above the county level administrative departments in accordance with the classification of water management authority are responsible for organizing the implementation and supervision of water licensing system.

• The starting time and duration of water;
• Water purposes, the quantity of water, such as water each month during the year;
