• Under the “National Horticulture Mission (NHM)” (The sub schemes of “Mission for Integrated Development of Horticulture (MIDH)”) scheme, the financial assistance for establishing a high-tech nursery is provided through the respective “State Horticulture Missions (SHM)”.

Apply In-Person:

1. Based on the sanction / availability of funds, the respective state horticulture department periodically invites application for availing financial assistance to establish high-tech nurseries. Any public sector limited / private sector / farmer / private entrepreneur shall contact the respective Horticulture Officer of the concerned district or the authority as per the notification.

3. Go to the respective office and meet the designated authority. The applicant shall get the advice from the authority to apply for this subsidy.
4. The applicant shall follow the guidelines of the authorities. A project report of the nursery should be prepared based on the advice of the authority.
5. The applicant shall submit the project report in the bank (Nationalized banks / the financial institution approved for this scheme as advised by the authorities) for loan. Please follow the bank’s norms to get the loan approval.
6. Once the loan approval is sought, the applicant shall prepare the nursery as per the department’s standard or infrastructure requirement.
7. The applicant shall revisit the office and provide the loan approval and other details with respect to the nursery.
8. The authorities will provide the checklist of instructions or actions to be followed. Please collect the checklist and the application form, or write on a plain A4 sheet as advised.

10. Please complete the application form with the mandatory details. Attach the required documents as per the “Required Documents” section of this page along with the project report, loan approval letter and submit it to the designated receiving authority in person. Please submit the application set in triplicate.
11. On receiving the application, the concerned authority will check the application details and documents.
12. If all are in place, the application will be accepted and an acknowledgement slip with a serial number will be issued. Please keep it safe for future reference.
13. ”SMS” triggered update on application status will be sent to the applicant’s mobile.
14. This application and documents will be verified by the department. Once the verification is over, the application will be forwarded to the respective district technical committee. This committee will conduct a preliminary appraisal to shortlist the applicant’s.
15. The technical committee and Inspection committee will conduct a site visit to inspect the infrastructure and other requirements of the shortlisted nursery on a pre-notified date.
16. The joint Inspection committee will examine the nursery as per the norms. The committee will also carry out the geotagging process of the nursery as per requirement.
17. The team will forward their inspection report, other details and remarks to the department.
18. Based on the outcome of the above result, a valid proposal will be forwarded to the executive committee. The executive committee will evaluate the proposal. Once satisfied, the proposal will be sanctioned for the subsidy as per applicable norms.
19. Thus, the sanction of subsidy approved will be notified to the applicant through ‘SMS’ or as per applicable norms.
20. The applicant shall visit the respective office as notified and follow their guidelines.
21. The assistance is provided as credit linked back ended subsidy or as per the applicable norms for the approved projects.
22. The applicant should implement the project within two years (or as per the timeline set by the department) from the date of sanction.
23. The financial institution will inform the SHM for a joint inspection, to assess the completion of the project. Based on the outcome (the completion of the project in accordance with the guidelines of NHM) of the inspection, the payment of back-ended subsidy will be made as per the terms.
24. The whole process shall be completed within the financial year or as per the advised time period (depending on the completion of the project certified by the respective “SHM”).

NOTE: The department of horticulture announces plans for disbursement of such subsidies through electronic and printing media. It is advised to regularly to follow the local newspaper for such announcements.

• The applicant should be a citizen of India.
• Those who are 18 years and above are eligible to apply.
• Government departments and institutions, Cooperative societies, Farmer groups and Individual farmers are eligible to apply for this scheme.
• The high-tech nurseries with the size of 1 to 4 hectare area of land are eligible to apply.

• The loan approval letter from the department recognized banks is must for the project to apply for this scheme.

• In case of public sector (on government establishments) applicant, they are entitled to get 100 % subsidies on expenditure. Others are entitled to get 40 % subsidies on expenditure as credit linked back ended subsidy.

• The subsidy released will be withdrawn, if the project is not being implemented as per the guidelines or schedule of implementation.
• The beneficiary should make sure that the mother blocks are maintained by obtaining mother plants/ nuclear material from the ICAR Institutes/ SAUS and other research organization of Central and State Government recognized sources.

• In view of sudden increase in the demand for certain commercial plants (Tissue cultured banana, gerbera and carnation etc.), there is a need for high-tech nurseries.
• The high-tech nurseries are designed in such a way to grow plants in a greenhouse, a building of glass or a plastic tunnel.
• A high-tech nursery is where healthy plants are prepared in plastic trays by an automatic seeding machine. In these nurseries, the temperature is regulated as per the requirement of the type of plants.
• The nursery is aimed at providing availability of quality and true-to-type planting materials (seeds, saplings etc.) for a successful crop production.
• The objective of the scheme is to increase the availability of good quality planting materials for different type of crops by involving aspirants in the agricultural field.

• The land for high-tech nursery must be laid out appropriately. It is also necessary for the site to have good access for customers to reach the nursery.
• For setting up nurseries-public, private or individual land can be used.
• Various private financing institutes, Private Credit Co-operative Societies, are funding the establishment of horticultural nurseries.
