California - Bilingual Authorization


Procedure

  1. Apply for a bilingual authorization directly to the Commission on Teacher Credentialing.
  2. Complete an application, a link is provided under 'Documents to Use' section.
  3. Submit the completed form along with all other required documents through your employer or directly to the Commission at this address:

  • Submit one of the following:
    • original or copy of a CTEL exam score report, if applicable
    • verify holding or eligibility for a CLAD Certificate or English learner authorization.
  • Original or copy of a CSET:LOTE exam score report
  • Completed application
  • Payment (check or money order)

The final administration of the CLAD examination was June 2006. Passing scores for the CLAD, CTEL and CSET:LOTE examinations are valid for certification for five years.

Need for the Document

Bilingual Authorizations allow the holders to provide instruction to English Learners (EL). You may obtain a bilingual authorization by examination or by completing a bilingual program approved by the Commission on Teacher Credentialing. The authorization may be earned concurrently with or following the initial issuance of your prerequisite teaching Credential.

Following is a procedure on how you can obtain a bilingual authorization based on completion of examinations.

  • Instruction for Primary Language Development
  • Specially Designed Academic Instruction Delivered in English (SDAIE)
  • Content Instruction Delivered in the Primary Language
