Submit your application personally through the ministry of interior or you can authorise a repetitive with a notarized power of attorney to submit the application for you.
An application for a passport for minors and persons under legal disability shall be submitted by parents, guardians or trustees. The application shall be accompanied by:

1. Supporting civil status documents confirming the application data
2. Birth certificate for anyone under 18 years
3. Previous passports (if any)
4. Document for paid state fee

When replacing the passport in case of a permanent address shall be provided certifying document from the respective municipal administration

• All Bulgarians passport holders who need to renew their passports

• Fees for issuance (replacement) of the passport ordinary service/fast service/Express Passport 30 days/3 working days/8 working hours
  
• Issuance of passport for the first time for persons under 14 : 10lv, 20lv, 50lv
  
• Second passport for children under 14 and adults 58 to 70 years: 20lv, 40lv, 100lv

Processing time for issuing (renewing) passport:

• Passport is issued (replaced) within 30 days after submission of the application, in normal order.
• In quick order, the period is 3 days.
• Express - up to 8 hours.
  

When the application for a passport is submitted at consular or diplomatic missions abroad, the deadline for issuing is up to 90 days.

If the automatic PIN verification does not allow you to submit an electronic application, the reason will be highlighted and, once removed, you will be able to resubmit an electronic application for a personal document.

If the reason is:

• leaked biometry - you must go to the spot and take your biometry;
• change of PIN - you must present a personal certificate from the relevant municipal administration at the permanent address of the applicant;
• change of names - you must present in person an official document certifying the change as well as a certificate from the relevant municipal administration on the permanent address of the person for the change made in his personal registration card in case the change is not reflected in the National Population Database ;
• change of current address - you must present a personal certificate from the respective municipal administration;
• substantial and lasting image changes - you must present a personal document personally from the relevant competent authorities

• A Bulgarian Passport is an international travel document issued only to citizens of Bulgaria and may also serve as a proof of Bulgarian citizenship.

Conditions for the renewal of PERSONAL CARD and PASSPORT, related to Art. 18 as of the Law on the Protection of Competition and Rules for the Issuance of Bulgarian Personal Documents:

• Be a Bulgarian citizen over the age of 18, who makes a personal application for a personal document (parents, guardians, guardians or other legal representatives cannot submit an electronic application through the system of the person they represent);
• Be a resident and have a current address outside the territory of the Republic of Bulgaria;
• Your previous application has been submitted within 59 months prior to the date of the electronic application (have a personal document issued 59 months before the date of submission of the electronic application);
• Have the necessary biometric data taken from you;
• To have a valid electronic signature certificate with a visible PIN, issued by a Bulgarian supplier ;
• No other accepted application for the issue of a document of the same kind at the time of submitting the application electronically;
• Do not change names, single citizenship numbers, gender, citizenship or substantial and lasting image changes;
• Do not be under guardianship;
• When issuing an e-application, the document is received personally;
• The old document is returned for destruction upon receipt of the new document.

The passport entitles the holder to assistance and protection of the Bulgarian and European diplomatic and consular representations abroad. The passport remains the property of the Republic of Bulgaria.It can be used for opening a bank account abroad as well.
