- To Certify Seeds and Seedlings, the applicant has to approach the Ministry of Agriculture and Livestock link
- An application form will be provided to the applicant by the concerned officer.
- The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.

- Then the application will be processed further.
- The SNPC will conduct a qualitative analysis of the submitted seeds or seedlings. This analysis may include genetic purity, germination capacity, physical characteristics, and other relevant factors. The seeds or seedlings will be compared to the standards and criteria established by the SNPC.
- Once the process gets completed, the applicant gets a call from the office regarding the application.
- The SNPC or its representatives may conduct inspections and evaluations of the production fields or facilities where the seeds or seedlings are produced.
- They will verify compliance with the required standards and assess factors such as isolation distance, hygiene, and phytosanitary conditions.
- Based on the analysis, inspection, and evaluation, the SNPC will make a certification decision. If the seeds or seedlings meet the required standards, a certificate of seed or seedling certification will be issued.
- This entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

Need for the Document
- In Brazil, the certification of seeds and seedlings is a process that verifies the quality and characteristics of agricultural seeds and seedlings, ensuring that they meet certain standards and criteria.
- The certification is typically carried out by the National Service for Plant Variety Protection (Serviço Nacional de Proteção de Cultivares, SNPC), which operates under the Ministry of Agriculture, Livestock, and Supply (Ministério da Agricultura, Pecuária e Abastecimento, MAPA).
- The certification process aims to guarantee that seeds and seedlings are true to type, meaning they have the expected genetic characteristics and traits of a specific plant variety.
- It involves various stages, including quality analysis, inspections, and compliance with specific regulations and standards.
Other uses of the Document/Certificate
Please explain what are other uses for obtaining this document/certificate.
e.g. Birth Certificate can be used as proof of identity.

Others
The specific objectives of seed and seedling certification in Brazil include:
- Ensuring genetic purity: Seeds and seedlings should exhibit the expected genetic characteristics of the plant variety they belong to. This ensures that farmers and growers obtain plants with the desired traits and performance.
- Assessing germination capacity: Certification involves testing the germination capacity of seeds and evaluating the percentage of viable seeds that are expected to sprout and develop into healthy plants.
- Verifying physical characteristics: The physical characteristics of seeds and seedlings, such as size, shape, and color, are assessed to ensure they align with the characteristics of the specific variety being certified.
- Ensuring disease and pest control: Certification involves evaluating the health of seeds and seedlings, including assessing the presence of diseases, pests, or contaminants that could negatively impact their quality or pose risks to agriculture.
- Maintaining variety identity: The certification process verifies that the seeds and seedlings maintain their variety identity, which means they are true to the particular plant variety and do not exhibit significant variations or deviations.
