Brazil - Apply for Refuge for the First Time

Apply Online

  1. To Apply for Refuge for the First Time, the applicant has to make their application online via link
  2. The applicant has to click the “Start” button.
  3. If the applicant is a new user, the applicant has to click the “Click here if you are not registered yet”
  4. Check the details and click the “Click here to continue” button.
  5. Enter the registration details with the captcha code and click the “To send” button.
  6. Now, the applicant has to log in with email and password and click the “Confirm” button.
  7. The applicant has to select the form from the menu list.
  8. Enter all the details in the application form.
  9. And upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
  10. Pay the prescribed amount fee in online mode.
  11. Once completed with all the details click the “Submit” button.
  12. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  13. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
  14. Once the process is completed, the applicant gets a call from the office regarding the application.
  15. The officer will conduct interviews if necessary, and assess your case based on the 1951 United Nations Convention Relating to the Status of Refugees and its 1967 Protocol. They will evaluate whether you meet the criteria for refugee status.
  16. CONARE will decide on your refugee application. If your application is approved, you will be granted refugee status in Brazil. If your application is denied, you will receive a written explanation of the decision.
  17. If your application is approved, you will be eligible for certain benefits and support as a recognized refugee. This may include assistance with documentation, access to basic services, and legal assistance.
  18. This entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

Eligibility

To be eligible to apply for refuge for the first time in Brazil, you must meet the following criteria:

  • The applicant must be a foreign national.
  • The applicant must be outside of your country of origin.
  • The applicant must have a well-founded fear of persecution on account of your race, religion, nationality, membership in a particular social group, or political opinion.
  • The applicant must be unable or unwilling to avail yourself of the protection of your country of origin or of another country.
