Apply via Agent
Apply In-Person:
- All application for registration for private (Junior/Senior) Secondary schools are filed and processed by the Department of Educational Planning and Research Services, which fall under the Ministry of Basic Education office. Regional Education Authority Office/Center contact
- Collect the school registration application form 2-private schools {5 copies} from the department office or Regional/local Education office or use this link to download, APPLICATION FORM FOR PRIVATE SCHOOLS
- The application forms with the attachments should be submitted in 5 copies to the Local Education Authority (L.E.A), where the proposed school shall be situated. The L.E.A officer will then complete/fill, sign and stamp the L.E.A section on the forms, one copy will then be retained by the applicant, the L.E.A office will then retain one copy and send one copy to the Regional Education Office. Then two copies of the file will be sent to the Ministry of Basic Education office for evaluation, processing and consideration by the permanent secretary.
- The local education authority shall forward its recommendation/views in regards to the application to the Permanent Secretary.
- On receipt of any application file, the Permanent Secretary shall cause notice of the application to be published in the Gazette, and shall in such notice call upon, any person or body of persons, who may wish to object to the application to lodge in writing with him and with the applicant, a statement as to the grounds of the objection, within six weeks of the publication of the notice.
- After consideration of any objection if file, the permanent secretary will further assess the application file and Local education authority recommendations and will only consider the registration of the school, if he/she is satisfied that;
- The teaching and accommodation are or will be adequate to the class of school it purports to be;
- the physical health and moral welfare of the pupils will be adequately provided for; and
- The school will not be managed in a manner prejudicial to law and order.
- If the permanent secetary is certified that all the conditions as set for the application are meet, the school will be registered as a private school by the ministry registrar and the registration certificate will be signed and stamped by the Permanent Secretary/minister and made available for withdrawal by the applicant against his/her identification document and the acknowledgment receipt/applicant retain application form at the Local Education Authority office.
Appeals to Minister:
- Any person aggrieved by a decision of the Permanent Secretary not to register a school may appeal to the Minister of Basic Education
- The Minister may confirm or vary such decision. Any decision of the Minister shall be final and shall not be questioned in any court
Required Documents
- Duly Completed APPLICATION FORM FOR PRIVATE SCHOOLS
- Proof of ownership (title deed, lease agreement or land certificate).
- Area of operation should be 4.5 hectares for primary and 9 hectares for secondary schools
- Sketch plan of proposed school, showing location in relation to the main road and other main physical features in the village /town
- An approved plan of the building
- Occupation Certificate from lawful authority
- Project memorandum/business plan
- A total of eight references from a banker, religious head, community leader or professionals relevant to the area being contemplated.
- Valid identification document
- Any additional documentation as may be requested by the Authority.

- Distance in kilometers from the nearest school
- Details of the school building
- Classification sought (Multi grade, One or two teacher school, Primary 1-7, Junior secondary, Senior secondary) and (Boarding or non-Boarding school)
- Give the number of streams in each standard (primary, secondary)
- Give the maximum class size (number of students in a class
- State the number of teachers to be employed
- State the maximum number of pupils / students to be admitted
- Declaration by the Applicant
Need for the Document
- No private secondary school may open until the Local Education Authority has been informed by the Ministry of Basic education office that the school has been registered by the ministry and holds a valid registration certificate.
Other uses of the Document/Certificate
