- To obtain a Permit for Restricted Blasting, an applicant should visit the Department of Mines, which is under the Ministry of Mineral Resources, Green Technology, and Energy Security to apply. (Contact details listed below)
- Applicants are required to complete theApplication form for Restricted Blasting Licence {Form L}, in case of any additional information please use the Additional information form for restricted blasting. Forms are available for free at the Enquiries Desk at any of the offices of the Department of Mines, or directly download them using these links;
- Submit the duly completed application forms along with the relevant attachments (mentioned below under the ‘Required Documents’ section) to the Department of Mines, section concerned to be verified by the attending officer.
- The officer will then verify, if all the necessary information and documents have been provided and that the applications comply with the selection criteria, if everything is in order, the application file will be registered and recorded, after payment of the required application fee, and you will be issued with an acknowledgment letter containing details of the application.
- The completed application file is then submitted to the assistance Inspector of Explosives, where the application file is reviewed and a recommendation made which is within 30 days and sent to the Board of Examiners for final decision making.
- The inspector shall not issue and endorse the restricted blasting license unless he is satisfied that the application has had 150 approved shifts underground with at least 75 shifts at the working face, and has attended such approved course of instruction relating to the handling, use, and storage of explosives as may be directed by the Chief Inspector of Explosives.
- Note: A holder of a mining engineer's degree or diploma recognized by the Chief Inspector of Explosives may be exempted from one-half of the experience required
- The Board of Examiners shall grant a restricted blasting license only to a candidate who satisfies the Board that he has sufficient knowledge of the Act, these Regulations, and the following matters-;
- The examination and making safe of the working place;
- The handling, use, and storage of explosives; and
- The duties of blasting license holders.
- Applicants will then be notified of the outcome of their application by way of a letter.
- If approved by the Board of Examiners, the restricted blasting license shall be drawn up in Form M, Signed and stamped by the chief Inspector of Explosives, and made available for withdrawal by the applicant against the acknowledgment letter, approval letter, and identity document.

- Police clearance certificate
- Proof of practical experience ◦150 shifts for non-diploma and degree holders in mining engineering◦75 shifts for diploma and degree holders in mining engineering
- Letter from the company or the blasting license holder stating that the incumbent is ready for writing examinations.
- A minimum of 90 days should have elapsed for a candidate to appear for the next attempt. Only three attempts are allowed.
- Two copies of passport size photographs with his/her name written at the back
- One copy of certified National Identity card (Omang)

- The validity of the license depends on the discretion of the assistant inspector but can not exceed more than a year and is renewable thereafter

Need for the Document
- Restricted Blasting Licence is issued to an individual to conduct blasting operations outside the mine/quarry in Botswana.
- No person shall allow any subordinate to conduct any blasting operations or the preparation of any charge unless such subordinate is the holder of a blasting license issued by the department of mines.
