Botswana - Licence or Permit to Manufacture Explosives


Procedure

Apply In-Person

  1. Every person who desires to erect or establish any factory for the manufacture of explosives shall make application to the Inspectorate Division at the Department of Mines office, which is under the Ministry of Mineral Resources, Green Technology, and Energy Security office.Ministry contact details
  2. Applicants should submit the application letter addressed to the Chief Inspector of Explosives attached to the plans outlining the sections of the manufacture and proposed safety standards to the nearest Department of Mines office; Inspectorate Division.
  3. Upon receipt of the application file, the Inspector/assistance inspector of Explosives will verify if all the necessary information and documentation has been provided and that the applications comply with the selection criteria before registering the file.
  4. Applicants will be issued with an acknowledgment letter as proof of submission of the application.
  5. The application file is then forwarded to the Chief Inspector of Explosives, where the plans are reviewed and consideration made, which is within 5 working days.
    • The plans shall be approved by the Chief Inspector of Explosives where he is satisfied that;
    • the situation and extent or area of the land on which it is proposed to erect the factory, together with the area of land surrounding the same which it is proposed to leave free of buildings.
    • the several distances which it is proposed to maintain between the several dangerous buildings respectively, and between those dangerous buildings and other buildings or works used in connection with the factory.
    • the materials to be used in, and the mode of construction of, all dangerous buildings and works on, in or used in connection with the factory.
    • the nature of the processes of manufacture to be used in the factory, the place at which each process of manufacture and every description of work is intended to be carried on in the factory, and the places on or in which it is proposed to keep in store any ingredients of explosives or other articles liable to spontaneous ignition or combustion or otherwise dangerous.
    • the number of explosives, or any partly or wholly mixed ingredients thereof, which it is proposed to use simultaneously in or near any building or in or near any machine;
    • the maximum number of persons of each race which it is proposed to employ in each dangerous building in the factory.
    • any further particulars which the chief inspector of explosive may require, having regard to any special circumstances arising from the locality or construction of any buildings or works, or to the nature of any process to be carried on therein.
  6. If the plans are approved, the manufacturing explosive license /permit will be drawn up as directed by the Chief Inspector of Explosives, signed and stamped, and made available to be issued to the applicant.
  7. The applicant will be required to produce a proof of identity document and acknowledgment letter and pay the license fee while collecting the License or Permit for manufacturing explosives and the approved plans.
  8. The Chief Inspector of Explosives shall notify the Officer-in-Charge of the Central Explosives Registry of all permits issued by him.

Fees

There is an annual license fee charged at BWP 100.00 for factory or fixed plant and BWP 50.00 for all other modes of manufacture.


Validity

The license is valid for one year and renewable annually.
