- The application for Tea Manufacturing License, for enterprises with a turnover of more than BWP 5 million, shall be submitted to the Department of Industrial Affairs, housed at the Ministry of Investment, Trade and Industry office, For enterprises with a turnover of less than BWP 5 million, the application shall be submitted to the District/Town/City Council Commercial Office in your locality.

- Applicants are required to collect and complete the Application Form AIL 1, in duplicate for each company. Application forms can be obtained from the relevant municipality/council or directly download it using this link, Form AIL 1
- Applicants will be required to book an appointment with the health inspector and Physical planners at the District Council office, within the industry jurisdiction for a premise visit. The time required for the physical planner and health inspectors to inspect and issue reports can vary from one day to 1–3 weeks.
- If the inspector/planner is satisfied with the finding will complete the reports and the client will be issued with an original certified copy of the environmental health report and a zoning report from the physical planner, for the premises in question.
- If any modification or upgrading is required, the Corrective Action and Preventive Action Report (CAPA) report will be issued and the client will be required to rectify the problem.
- Upon successful implementation of the CAPA, a follow-up inspection may be conducted by the health inspector/ physical planner to ascertain the effectiveness of the implementation (where applicable).
- Applicants will also be required to apply and obtain an environmental impact assessment (EIA) report /letter Department of Environmental Affairs office.
- Upon gathering all the supporting documentation as mentioned under the “Required Documents” section of this page, and duly completed Form AIL 1 enclose them in a manila envelope and submit them to the relevant office i.e. the Department of Industrial Affairs office or the District/Town/City Council Commercial Office. Any omission of these documents will render the registration process incomplete.
- Upon submission, the application is checked for completeness and correctness by the receiving Officers, if everything is in order the applicant will be required to pay the administration fee as mentioned in the “Fee” section of this page.
- The application will only be registered to be processed when payment has been made, the applicant will be issued with a payment slip and an acknowledgment slip that proves submission of the application file and for inquiry referencing if the need arises.
- The application will be forwarded for assessment and considered by the Industrial Licencing Authority (ILA) Board (at Headquarters) or the Licensing Committee (at District/Town/City Council).
- The board/Licensing Committee may request additional information relevant to the application. In such a case, the information must be submitted within the stipulated time from the date of notification. Where the applicant fails to submit the required information, the board/Licensing Committee shall reject the application.
- Notice of the decision (Approval, Deferral, or Rejection) for the application will be communicated to the applicant in writing.
- Where the board/Licensing Committee is not satisfied that an applicant meets the registration requirements, it shall reject the application and notify the applicant in writing, stating the reasons for the rejection.
- Where the is board/Licensing Committee satisfied that an applicant meets the requirements set out in this criteria, it shall notify the license issuing officer, who will then draw up the license as directed by the board/licensing committee and present it to a senior officer to be certified (signed/stamp) and made available to be issued to the client.
- The applicant will be required to produce a proof of identity document and the acknowledgment slip and issued with License Annual Fees – Payment Form, to complete and pay the prescribed license fee as mentioned under the “Fees” section of this page while collecting the License, at the specific office where the application was lodged. - Commitment letter from a licensed waste carrier and a valid copy of the waste carrier’s license or proof of payment for waste collection from the council.

- Environmental & Occupational Health Division (Ministry of Health & Wellness) for Chemicals.
- Ministry of Agriculture and Food Security for animal and plant-related products feed.
- Nutrition and Food Control (Ministry of Health and Wellness) for food and beverages.

Eligibility
- Any enterprise registered in Botswana and individuals who are above the age of 18 years. If on a small scale or as a joint venture on medium/large scale are eligible to apply.
Fees
- Administration fee P50.00
- New Licence/Annual Fee P200.00
Validity
- The license shall be valid for an indefinite period, however, failure to compline with the conditions upon being issued may lead to it being suspended, cancelled or revoked by the authority.
- The license is also subjected to an annual renewal fee.
