Botswana - Apply for SHHA Turnkey Programme


Procedure

Apply In-Person

  1. To apply for SHHA Turnkey Programme, interested applicants should visit the Department of Housing offices in Gaborone and Francistown or the nearest District Council offices across the country. Use this link to view the District Council offices address details Link
  2. Express your interest to access financial assistance from the SHHA Turnkey Programme to the attending office at the department of housing.
  3. Collect and collect the Registration Form for the SHHA Turnkey Programme; forms are available for free at the service desk at any of the departments or district offices. Forms are not available online.
  4. The completed Application forms, attached to the supporting documentation;(as listed under the “Required Documents” section of this page), should be submitted to the department or District Office in their respective districts.
  5. The receiving officer will then verify that all the necessary documentation and information have been provided and that the applications comply with the selection criteria before registering the application file.
  6. The application file will then be forwarded to the District Economic Development Committee for vetting and processing.
  7. The applicant will then be issued with an acknowledgment letter with a reference number, by the receiving officer for future inquiries that may require authentication by the District Economic Development Committee during the processing period. If summoned by the Committee, applicants will be required to avail themselves for an interview.
  8. Approved applicants will be registered as beneficiaries of the program and notified of the outcome by phone or in-person.
  9. Once approved, funds are sourced and the details of the beneficiaries are forwarded to the Botswana Housing Corporation (BHC). A BHC agent will then contacts the beneficiaries and visit the beneficiaries to identity the plots to start construction of the house.
  10. Upon completion of the construction, a local authority will conduct an inspection, and if satisfied with the construction an occupation certificate is issued to the beneficiary.

  • Certified copy of Common lease or Certificate of Common Land Grant.
  • Latest Payslip.
  • A certified copy of the Marriage Certificate (if married).
  • Verification of employment for individuals working at private companies
  • Verification of self-employment from self-employed individuals
  • Surety form obtained from SHHA offices.

Eligibility

Applicants should meet the following requirement to be assisted or qualify for the program one must be:

  • Must be a citizen of Botswana.
  • Employed individuals/ households within the income bracket of P4, 400.00 to P52, 000.00 per annum. IF the applicant is married, spouse income will be considered in assessing eligibility.
  • Applicants over the age of 60 years and/ or are unable to afford repayments of the loan can apply provided they have a surety. A surety is a person who guarantees that all payments for the loan will be made and becomes legally liable to make payments. The surety should not earn less than P4, 400.00 per annum. There is no maximum limit for the loan amount he/ she can earn.
  • Self-employed individuals/ households such as business persons and farmers within the same income bracket are allowed to repay the loans at intervals to be agreed with the District Council.
  • Common law lease and certificate of customary land grant holders.
  • Individuals must be aged between 21 and 60 years. Those between 18 and 21 will be considered under special circumstances.
  • An applicant or spouse must not have benefited from the SHHA loan before in designated urban and Non-Township areas where the low-income housing program is in operation. Individuals married out of the community of property will not be considered for loans separately.
  • Public employees (D4 and below) falling within the income bracket of BWP 4 400 to BWP 192 000 per annum. Note that where the applicant is married, spouse income is taken into consideration. Self-employed, business persons, and farmers fall within the same income bracket.

Important Notes
The beneficiaries of the SHHA Turnkey Programme should meet the following requirement for construction to commence;

  • The plot should be Fenced.
  • Water for construction should be available.
  • Storage for construction materials should be provided by the beneficiary.
  • Overall site/ project security lies with the beneficiary.


Payment of the Loan of the SHHA Turkey Programme

  • Three month defects liability period kicks in to take care of all defects, which may be identified during the occupation.
  • The loan is BWP 90.000.00 payable in twenty (20) years in monthly instalments of BWP 375.00 interest-free.
  • Should the applicant default, 10% interest will be charged only on the instalment amount for that particular month. I.e. interest is not cumulative.
