The local administrative department will certify the construction of a building after verifying whether it complies with the local laws and constructed as per permissible plans.

Apply In-Person:

1. Applicant must apply in prescribed application form along with required documents to the respective office of the Planning Authority/Municipal Corporation /Nagar Panchayat/Nagar Parishad within their jurisdiction where the building is constructed.

4. Submit the completed application along with required documents and fees (as per requirement).
5. Authorities after checking the attached documents and application submitted will make entries and provide you record number for reference.
6. This application will be processed internally.
7. Respective authorities will conduct a physical inspection of the building on the notified date. They will check whether building is constructed according to the approved plan.
8. If there is any deviation is found then, Authority will levy a penalty. This amount should be paid at the cash counter of the respective office. Applicant shall make the payment and submit the receipt to get the certificate as notified.
9. If there is no deviation, certificate will be issued as per notification.

Apply Online - Bihar Obtain a Occupancy Certificate Online with Images

1. Visit the following Online Service
2. Please select the respective ULB under ”Online Citizen Service Center” on top right corner of this page and hit the “SUBMIT” tab next to it to reach respective ULP portal.
3. In the new page Click “Login” menu and select “Citizen services Login” sub option to get popup for entering login details to apply.
4. If you are a new user, then use the “Register Me” option to register and then login.
5. Once login, please select the appropriate option for “Occupancy certificate” under “Building Permission”.
6. Please complete page prompt for service application.
7. Upload supporting documents.
8. Pays the prescribed fees either Online (Payment Gateway) or Offline (Challan)
9. Citizen would be given Application No that be used for further tracking of the service.
10. Citizen needs to submit the physical copies of the documents at the ULB counter.
11. The verification of documents will be done at the ULB counter.
12. From this point onwards, please follow the authorities guidelines to process further

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. It is advised to take the documents in original to the kiosk for scanning purposes.
4. The operator will process the application online.
5. On successful submission, the applicant will receive an application number as acknowledgement.
6. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
7. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.
