Apply In-Person:

1. Applicant shall approach their concerned district collector office or the office of the superintendent of police within the jurisdiction where the premise is situated. Usually, a committee consisting of the concerned superintendent of police, project director of district women and child development agency as convener under the district collector or the concerned committee grants such license. It is advised to take the advice of your area municipal office beforehand.
2. Please select your district from the map to reach a new page. In the new page please select “DIRECTORY > PUBLIC UTILITIES > Municipalities / Nagar Parishad” option for contact details. AND link2 please select the “Contact Numbers” option under “USEFUL LINK” on the right part of the screen and select the option “District Police Officers List (SP/SDPO/CI/PS) “ for contact details.
3. Go to the respective office and consult with the designated authority (licensing section clerk) about the application procedure for this licence. Collect the application form or write on a plain A4 sheet as advised.
4. Complete the application form. Write a covering letter mentioning the purpose for which the licence is required. Attach the required documents as per our “Required Documents” section of this page and submit it to the designated receiving authority in triplicate.
5. After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted. Please pay the application fees/charges as applicable (through banker’s cheque or demand draft) and don’t forget to take the receipt.
6. Authority will sign and seal one set (photo copy of the original) of the application and return it to the applicant. This signed application is the proof for the submission of your application.
7. Please keep it safe for future reference.
8. Authorities will make entries about this application in the manual record or electronically using the computer.
9. Applicant will be informed of the probable date of getting approval for the licence.
10. ”SMS” triggered update on application status will be sent to the applicant’s mobile or applicant gets a call from the department about the application status.
11. This application will be processed further. Concerned authorities will verify the applicant’s details and documents.
12. Once verified, this application will be forwarded to the inspection team / authority for inspection and scrutiny.
13. On a scheduled date, the concerned team will inspect the premises and make verification of the facts as per the application form.
14. A report will be created after verification and this report will be submitted to the respective committee (A committee, consisting of the concerned superintendent of police, project director of district women and child development agency as convener under the district collector).
15. The committee will validate the report and send their recommendation to the designated issuing authority for final decision.
16. Based on the outcome of the above report and other internal processing, the designated issuing authority will take a decision on issuance of this licence.
17. The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS or through phone call.
18. If approved, the licence will be hand delivered or sent through post to the address mentioned while applying or issued as per the applicable norms.

Note:

• The applicant has to bring original documents while applying for cross verification purpose.
• Without cross signature on photograph and signature on undertaking, the application will be rejected.

Apply Online:

1. To apply for Hostel License in Bihar, the applicant has to visit the Nagar Seva Portal of Bihar.
2. Visit the following portal: portal.
3. Click on the "New Trade License" option.
4. If an already registered user, select the Municipality, enter the asked details like username, password and verification code.
5. If not a registered user, click on the “Register me” option. A pop up message will appear and click OK on it.
6. A new page opens with a citizen registration form. Enter asked details and click on the “submit” button.
7. After creating username and password, click on the “New Trade license” option and login with the details.
8. Now click on "Issuance of New Trade License" under the license tab.
9. Fill up the application form correctly.
10. Submit the application and upload the required documents.
11. Upon successful submission, the applicant will be redirected to a payment gateway.
12. Pay the applicable fees as per the instruction.
13. After submitting the application, the applicant will receive a transaction number to the registered mobile number.
14. The applicant can download the license from the portal, once the process is completed.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with ”Required Documents” to the office.
6. It is advised to take the documents in original to the kiosk for scanning purposes.
7. The operator will process the application online.
8. On successful submission, the applicant will receive an application number as acknowledgement.
9. This application will be processed internally. An inspection will be held to check the premises.
10. Once the inspection is over, these officials will submit their report to the respective superior authority to decide the issue of the license to the applicant.
11. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
12. If approved, the license will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

• Any person desiring to establish, maintain or conduct a hostel for women shall apply.
• Applicant should be a citizen of India.
• Those who are 18 years and above are eligible to apply.
• If the applicant is an organization, then it should be a registered one.

• The applicant should pay a fee of Rs.3000/- or the amount advised by authorities.

• From the government perspective, those who are running the hostel for women should apply for this licence. By applying for this licence, these business units are monitored for the norms that are laid down by the concerned departments.
• The norms are laid down in such a way, that these hostels must provide hygienic spaces, defined space for each occupant, safety and security of the occupants are taken care and food safety. Along with this the electricity, LPG connection should be provided under commercial tariffs.
• Without this licence, one cannot run this hostel.

• The women hostel licence gives the quality assurance over your hostel, it helps to increase the number of hostellers.
