Apply In-Person

1. To apply for a change of address in vehicle registration certificate in Bihar the applicant has to approach the RTO office to which your area belongs to. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices.
   
2. Make sure you have completed application form Form-33. Application forms can be obtained from the following link : Form 33
   
3. Also make sure you have all the necessary documents to process the application.
   
4. Application forms can also be obtained from the appropriate RTO offices.
   
5. Present the completed application forms in one of the RTO counter and pay the appropriate fee where the officials would start processing your application.

Apply Online:

1. Visit the following official portal: online portal.
2. Now a new page will open, select the state from the menu of the search box.
3. After selecting the state, click on “apply for change of address” in the main menu.
4. Now open the change address application instruction and click the “continue” button.
5. Enter driving licence number and birth date and click on “get details”. It will show the driving licence details.
6. Now, click on the “process” button to proceed further.
7. Select services section to change address and upload required documents.
8. Select the “Fee Payment” and click on “Next” to continue for fee payment.
9. The applicant will also get the appointment date for visiting the RTO office to process the application.
10. Take the printout of the application form including the Acknowledgement form and go to the RTO office before 11:30 a.m. and submit the application to the RTO official.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. It is advised to take the documents in original to the kiosk for scanning purposes.
4. The operator will process the application online.
5. On successful submission, the applicant will receive an application number as acknowledgement.
6. This application will be processed internally. Once the verification is over, the status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
7. If approved, the applicant has to visit the nearest RTO office to get an updated address.

• Owner of the vehicle can apply for change of address in the Registration Certificate.

• The usual validity of the RC is unaffected for the change in address
  
• In case of non-transport vehicles like two wheelers and cars, the registration certificate is valid for 15 years from the date of first registration, and it is renewed after every five subsequent years.
  
• In case of transport vehicles like goods and passenger carriers the registration certificate is valid till certificate of fitness is valid.

• If a registered owner of a vehicle shifts his address as recorded in the Registration Certificate, he must apply for recording of the new address, after obtaining a N.O.C from the previous registering authority.
  
• In cases where such change of address is from one state to another, then the registration number will have to be changed to a local registration number.
  
• Vehicle registration's purpose is to establish clear ownership and to tax motorist or vehicle owners.
  
• Change of address of the owner need to be carried out to intimate through his records (registration certificate) for the Authorities to communicate all grievances as and when required.
  
• Without change of address the owner may be unaware of the intimations from government officials.
  
• Hence one needs to change the address in his RC

• Vehicle registration certificate should be produced while the traffic officials intervene – So, one should carry RC with them while driving.
  
• One should not buy a vehicle without a valid RC
