1. To submit your request to obtain an occupancy certificate online here are the links to different Thromdes in Bhutan:

2. Simply complete the online form, choose mode of payment and click 'submit'.

In person

1. In some Thromde, the application may be submitted in person. See the link provided under 'Documents to Use' section to download the application form.
2. Download and complete the and submit it together with a completion certificate duly signed by the Site Engineer to your application.
3. Site inspection will be carried out by building inspector, sanitary inspector and engineer from ESD to see any conflict in the proposed services and the clearance may be given thereafter.
4. After the complete inspection and necessary verification the owner will be given Occupancy certificate.
5. After receiving an occupancy certificate you may now apply for Permanent service connection and do the Property tax assessment.

Applying for an occupancy certificate:

1. After you have secured a building permit, you may apply for a temporary services connection.
2. Start the construction within 2 years from the date of building permit.
3. Site shall be divided for each building inspectors and compile the report.
4. After the completion of building apply for occupancy certificate. You may submit your request for an occupancy certificate online or in person.
