Safe conduct is a travel document issued to foreigners who have no diplomatic or consular representation in Benin and who have lost their passport. It is used to travel only to the country of origin.
How to Apply:

1. You should start by visiting a police station to report the loss or stolen passport immediately and swear an affidavit of the circumstances surrounding the loss or stolen passport, upon which you will be issued with a passport lost/stolen certificate.
2. Visit the Directorate of Emigration and Immigration near you and explain your situation to the authorized official and submit the supporting document (listed below) for verification.
3. You will then be issued with an application form fill it accurately and submit it.
4. Pay the application fees.
5. If the authorized official is satisfied with the details from the application you will be notified and given further instruction

• A copy of the plane ticket
• Two colour passport photos on a white background
• A certificate of residence
• Parental authorization for children under 18
• A copy of the identity document of one of the parents for children under 18
