1. Go to the licensing office and fill in an application.
2. Submit the completed form along with a photocopy of your foreign driver's license and your national identification. Make sure that you also bring the original copies of your documents in case you will be asked to present them for verification.
3. You may be required to take and pass various exams (vision exam, theory or practical exam) in order to be issued a Benin driver's license. Note: Exams that an applicant will be required to take and pass will vary depending on which country the driver's license was obtained.
4. Pay the application fee.
