You should apply for your visa in person at the Belgian embassy or consulate which is competent for your country of residence, where you will be requested to communicate your travel destination as well as the circumstances of it.

Step 1 : Applications for business Visa (up to 90 days)are accepted at the VFS application centre.
Step 2 : Applicants have to apply in person or through immediate family member (i.e. Father, Mother, Sibling, Spouse/Civil Partner or Child with an authority letter and proof of relationship. Marriage / Civil Partnership document or Birth certificate will be the only documents accepted as proof of relationship).

Belgian visa is a form of permission or a pass for a non-citizen to enter, transit or remain in Belgium. Belgian visa is a stamp or form placed in your passport when you enter, and sometimes when you leave Belgium. A visa in your passport does not guarantee entry to Belgium. That remains the right of the immigration officials in Belgium.
The Belgian Embassies and Consular Offices are the only accredited Belgian Government agencies, who are permitted to grant Belgian visas in a different country. Anyone requiring a visa to travel to Belgium for transit, tourism, business or private visits are required to apply for a visa directly with the Belgium Embassy in the country of origin.
