Bangladesh - Obtain a Certificate of Establishment of Private University

Apply In Person

  1. To Obtain a Certificate of Establishment of Private University, the applicant has to approach the University Grants Commission of Bangladesh link
  2. Visit the office and obtain the forms to be completed for obtaining Certificate of Establishment of Private University from the relevant department.
  3. Complete the application forms with appropriate information under relevant sections. Attest it with signature once completed.
  4. Once completed filling the application form, make sure that you attached all the documents listed in the “Required Documents” section of this page.
  5. Then, submit it in person to the relevant authority at the office. Make the stipulated payment as directed by the officials.
  6. As a successive stage, the Standing Committee will organise an interactive meeting with the promoters of the proposed University as an introduction to the first verification visit to its campus site.
  7. At the end of the meeting, the promoters will have to submit a certain set of documents which can also be found in the “Required Documents” section.
  8. After submission, the application and other documents will be forwarded to relevant departments for verification process and sent back to the committee for onward transmission in case if the documents are not in order.
  9. Then, the first verification visit to the proposed university is performed as a prerequisite for the license issuance and also for the reviewing its documents thereby checking the commitment of the Proprietor.
  10. Based on the report of the first verification visit and the suggestions made by the officials, the promoters should make the necessary amendments which will be verified again during the second verification visit.
  11. The applicant has to pay the prescribed fee as per the authority’s request.
  12. During the second visit, the committee members will analyse the amendments suggested in the first verification report and also the financial status of the organizations as required.
  13. After that, a security screening of Proprietors and Board of Trustees of the University is conducted for ensuring their reliability.
  14. On the basis of the analysis made, the Standing Committee writes a comprehensive report to the UGC Management for its consideration and further necessary action.
  15. After receiving the report from the Standing Committee, the Board will then forward the relevant reports to the Honourable Minister of Education after which the Federal Executive Council considers the recommendations and issues a Licence if the recommendations and reports are found sufficient.
  16. This entire process can be completed within 30 – 60 days or as per the timeline advised by the respective department authority.

  • Any organisational structure, that wishes to operate a Private University inside the Bangladesh, can apply.
  • The application can be made by any responsible person appointed by the organisation.
  • The applying entity must have the required qualification as stipulated by the Commission.

The Private University Division is entrusted with the responsibilities concerning management of academic, administrative and financial matters. The main role and functions of this division are to:

  • Ensure good governance in academic, administrative and financial matters;
  • Enhance quality of education;
  • Scrutinize the proposal of proposed universities;
  • Visit the physical infrastructure and facilities of proposed universities and send report to the government;
