Apply In-Person

1. The Applicant must submit a petition in writing to The Honourable Minister of National Security and Chairman of the Advisory Committee on the Prerogative of Mercy. Visit the following link for Contact Details Link.
2. The petitions can be mailed to the Ministry.
3. Within seven days of the Ministry receiving the petition, the petitioner will receive an acknowledgement letter.
4. The Prerogative of Mercy Unit examines the petition and, if necessary, demands the following reports from the appropriate government agencies:
   • Police.
   • Prison and Chaplain.
   • Executive Clemency or Progress.
   • Psychiatric Report.
5. The Unit prepares all documentation related to the petition for consideration by the Advisory Committee on the Prerogative of Mercy as needed.
6. Within 21 days of deliberation, the petitioner is notified of the petition's outcome by the Superintendent of Prisons, a Petitioner's Representative, or the Ministry.

The following requirements should be fulfilled to qualify for this service:

• The sentence should be at least two years long.
• The inmate should have completed at least six months of his or her sentence.
• The inmate should not be on remand or be facing charges.
• An offender who requests early release should have at least four months left on his or her sentence.
• The inmate should have fulfilled the Sentence Plan requirements at Her Majesty's Prison with flying colours.
• In terms of sentencing, the inmate must comply with the Penal Code Amendment Act.

The timeline is contingent on the receipt of pertinent reports and the date of the Advisory Committee meeting.
