Before any miscellaneous vehicles can be driven on public roads, the owner must get a letter from the Ministry of Works & Urban Development titled "Permit to Operate Special Vehicles on Public Roads." When registering the car with the Department of Road Traffic, this letter must be presented along with the other supporting vehicle documentation.
