Applicants for visas must be of good character. You may have to supply a police certificate (or similar) as evidence of good character, depending on which category you apply under.

Police certificates are available through the local police station.
A Police Clearance Certificate is a formal document issued by the American Samoan Police Department and produced on secured paper indicating that the subject applicant of the Clearance has no criminal convictions in the Criminal Records maintained by the American Samoan Police Department.
Criminal Conviction is defined as: finding of guilt, in which you were put on probation, served a sentence, paid a fine or a combination thereof.
