Afghanistan - Apply for a birth certificate


Procedure

Applications for these certificates can be made either in in-person or by post (broad). Applicants applying by post MUST enclose at least one of the specified documents in ORIGINAL form. Applicants who do not have any of the specified documents, must apply in-person and enclose identity guarantee forms from two guarantors.

The following people are authorized to register the birth:

  • The parents
  • Parents' legal representative (legally empowered)
  • The director (or any appointed administrative staff member) of the place of birth

Application can be done at the Foreigners and Birth Registration Affairs Department

Provide the required documents pay the application fee

Birth registration can be done at the hospital but application for a birth certificate must be done at the registration offices

Applications needs to NOTARIZED

Provide Hospital Documents (Afghan Birth Certificate, translated and confirmed by the Ministry of Foreign Affairs) OR if such documents are not available a notarized state is required with the following information: Birth name, Place of Birth, Date of Birth and Name of Father and Mother.

To be issued a birth certificate you will need to provide your Original Valid Afghan Passport OR Translated and confirmed Taskera from the Ministry of Foreign Affairs Afghanistan.

Must provide Copies of: Driver's License or Identification Card. (Front and Back)

Citizens abroad can apply for a birth certificate at embassies and consulate abroad

Birth registration is made more challenging by the high number of home births in Afghanistan

Births that take place in a hospital are much more likely to be registered

Birth certificates are rare in Afghanistan



Required Information

  • Name of the child
  • Date of birth
  • Names of the parents
  • City and province of birth
  • The date, name and signature of the certifying Registrar, Acting Registrar or Secretary, and the office seal.





Need for the Document

Population registration was first introduced in the Ministry of Interior in 1922 under the name of the Statistics Office.

Citizens do not routinely register births or apply for a tazkira, unless they need one to go to school or university or to obtain a passport As a consequence, there is not a consistent and reliable system of population registration in the country at the moment, and the true population of Afghanistan is unknown.
