Apply In-Person
- To apply for a mortgage certificate (Possession certificate) in Arunachal Pradesh, the applicant has to visit the Anchal Adhikari office or the right to public service office (RTPS).
- You will be given an application form or you can download it from here:Application forms
- Fill in the necessary details such as your name, district, area of your land and so on.
- Attach the required documents as mentioned in the “required documents” section of this page and submit them to the respective authority.
- You will receive timely updates through SMS.
- Once your certificate is ready you can collect it from the office.
- Or you can download it from the web portal.
Apply Online - Obtain Land Mortgage Certificate (Coletral) Online with Images
- To apply online, visit the Arunachal Pradesh e-service portal.
- Here is the link to the portal: e-service portal
- You will have to log in, if you have credentials then do so.
- If you do not, follow these steps:
- Click on “log in” at the top right corner.
- You will see a pop-up, scroll down and click on “Register as a new user”.
- You will have to enter your name, mail ID and phone number.
- An OTP will be sent to your phone number and your mail ID, enter these when prompted.
- You will be registered.
- Now go back to the login page and log in.
- Once logged in, click on “Apply for services” and then “View all services”.
- In the search bar type “Possession Certificate”.
- Click on “Issue of land Possession certificate”.
- The applicant will have to enter your details as well as the details of your land.
- The applicant will have to pay the fee.
- Attach all relevant documents.
- The applicant will get a payment acknowledgement receipt as an application ID that you can use to track the application.
- Once your certificate is ready you can download it from the “View status of application” part of the e-service portal.

- Free for citizens below the poverty line.
