Apply In-Person

  1. To apply for a mortgage certificate (Possession certificate) in Arunachal Pradesh, the applicant has to visit the Anchal Adhikari office or the right to public service office (RTPS).
  2. You will be given an application form or you can download it from here:Application forms
  3. Fill in the necessary details such as your name, district, area of your land and so on.
  4. Attach the required documents as mentioned in the “required documents” section of this page and submit them to the respective authority.
  5. You will receive timely updates through SMS.
  6. Once your certificate is ready you can collect it from the office.
  7. Or you can download it from the web portal.


Apply Online - Obtain Land Mortgage Certificate (Coletral) Online with Images

  1. To apply online, visit the Arunachal Pradesh e-service portal.
  2. Here is the link to the portal: e-service portal
  3. You will have to log in, if you have credentials then do so.
  4. If you do not, follow these steps:
    • Click on “log in” at the top right corner.
    • You will see a pop-up, scroll down and click on “Register as a new user”.
    • You will have to enter your name, mail ID and phone number.
    • An OTP will be sent to your phone number and your mail ID, enter these when prompted.
    • You will be registered.
    • Now go back to the login page and log in.
  5. Once logged in, click on “Apply for services” and then “View all services”.
  6. In the search bar type “Possession Certificate”.
  7. Click on “Issue of land Possession certificate”.
  8. The applicant will have to enter your details as well as the details of your land.
  9. The applicant will have to pay the fee.
  10. Attach all relevant documents.
  11. The applicant will get a payment acknowledgement receipt as an application ID that you can use to track the application.
  12. Once your certificate is ready you can download it from the “View status of application” part of the e-service portal.
