If you plan to operate a motor vehicle or a motorcycle in Azerbaijan or any other foreign country than you will need an International Driver License/Permit in order to drive a car or motorcycle.
an international driver's license shall only be issued by the Contracting Party in whose territory the holder has his normal residence and which issued the domestic driver's license or which recognized the driver's license issued by another Contracting Party; it shall not be valid for use in that territory.

An International Driving License (IDL) is a document recognized by many countries which allows the permit-holder to drive a private motor vehicle in that country. To be valid the IDL must be accompanied by a valid license from the home country. The document is slightly larger than a standard passport and is essentially a multiple language translation of the permit-holder's normal driver's license, complete with photograph and vital statistics. In most countries however, short term visitors do not need to possess an IDL since the license of the home country is recognized and permits one to drive in the host country.

The International Driving License (IDL) is recognized worldwide as a document that identifies its holder as a licensed driver in countries with different official language than your domestic license was issued. You must also provide a National Driver's License together with the international license, otherwise it may not be accepted.
International drivers license refers to an internationally-accepted drivers license issued by relevant authorities in each member state of the (Geneva Convention on Road Traffic) of 1949 and the (Vienna Convention on Road Traffic) of 1968.
An international drivers license issued by a member state of the Geneva Convention and the Vienna Convention has the same validity in Azerbaijan as an Azerbaijani drivers license.

It is understood that this I.D.L. shall in no way affect the obligation of the holder to conform strictly relating to the policies, laws, and regulations enforced by the country that the holder is traveling through. It is also understood that proper road-courtesy will be used in all these countries. This official international driver's permit (IDP) is valid unless your driving license is expired, suspended or revoked in the meantime. While driving, you need to carry the provided ID, a United Nation convention passport (which we will also provide you with) and your original Drivers License. The International Driver's Document issued by ALPHA-IDL is an official translation of a national or domestic driver's license. You are not permitted to present the IDL as the main document because it is only a translation of your original driver's license.

Many countries require drivers from other nations to hold an international driving license to drive within their borders. Showing an IDL in these countries can prevent legal hassles such as fines and bail fees if you are stopped or in an accident and are unable to show proof of your eligibility to drive.
Note that while not all countries require IDLs, you might find it helpful to obtain one anyway. It serves as extremely useful identification because it is translated into 10 languages, so it can prevent communication issues during the process of ID checks.
Remember, when receiving the International driver's license (IDL) you are not passing any tests (exams) and you are not checking on criminality, so the IDL is only legal word-for-word translation of your national driver's license and is absolutely illegal without your original national driver's license.
