This procedure explains various ways to Obtain a No Record of Marriage Certificate in Zamboanga Peninsula.
Apply In-PersonEdit
- Following are procedures on how you can obtain a Certificate of No Marriage or CENOMAR from the Philippine Statistics Authority (PSA) in person. You can request a copy of the certificate from any PSA Serbilis Center. To find the nearest one in your area click this - LINK.
- Do not forget to bring a valid ID, and in case you are requesting a certificate for somebody else (not directly related) you will also need to present an authorization letter.
- Fill up a request form.
- Submit the form and pay the certificate fee.
- Your request will be processed immediately. You will be able to collect your certificate on the same day.
Apply OnlineEdit
- Here's how you can obtain a Certificate of No Marriage or CENOMAR from the Philippine Statistics Authority (PSA) online. Before starting your application, make sure that you have all the information you will need to provide when filling up the online form (see 'Required Information' section).
- To request a CENOMAR online, click this link - Apply Online.
- To start the application process click, “Step 1: Fill out online application form” button.
- On the next page, click the “Click here to request now” button.
- Next, the ‘Terms and Condition’ page will open. The page contains information about who may request for a certificate, order fulfillment, payment, and cancellation. Once you are done reading the text, click the “I Accept” button.
- Complete the Contact and Delivery Information form. After completing the form, click the “Next” button to proceed to the next step.
- A confirmation page will appear. Review all information stated on the form and when you are done, click the “Confirm” button.
- You will be taken to the request page. Click the “CENOMAR” button.
- You will need to answer questions 1 and 2 by clicking the “Yes” or “No” buttons. When you are done, click the “Next” button.
- Next, you will be asked to complete a Certificate of No Marriage or CENOMAR request form. After completing the form, click the “Save” button.
- If you would like to request another type of certificate, you may do so. You will see on the summary page a list of all certificates that you have requested. At the bottom of the page, you will see the total amount of your transaction. When you are done with your requests, click the “Submit” button.
- When you submit a request, you will be issued a Batch Request Number and, for each request, a Request Reference Number. When paying for all requests by batch, specify the Batch Request Number. When paying for a particular request just, specify the Request Reference Number.
- Pay for the certificate. To know how you can pay for your certificate click this button, “Step 2 - Pay through accredited payment channels”. This page contains information on how you can pay for your certificate, how much are the processing fee, delivery, and government taxes.
- After your payment is confirmed, all you need to do is wait for your certificate to be delivered.

Delivery of the certificate: If you are the owner of the certificate and you are unable to receive the document, you may authorize a representative to do so on your behalf. Your authorized representative will have to present the following to the courier:
- your signed authorization letter
- your valid ID (with photo and signature)
- the valid ID (with photo and signature) of your authorized representative

A Certificate of No Marriage (CENOMAR) is simply what its name implies. It is a certification issued by the Philippine Statistics Authority (PSA) stating that a person has not contracted marriage. The PSA is the central repository of among others, marriage records in the Philippines. It receives copies of marriage certificates from local civil registrars.

Other uses of the Document/CertificateEdit
The certificate of singleness or Certificate of No Marriage also known as CENOMAR, is a piece of paper that proves that you are indeed single. Yes, its actually a legal document in the Philippines, something you can request for. These days, anybody can masquerade as a single person; even married men or women, who have two or three kids and have been married for ten years, can pretend to be single just to get what they want. Of course, the CENOMAR can be one way for you to ascertain that you are not being fooled.
You may also need to present a CENOMAR if your future spouse is applying for a fiancee visa on your behalf. Moreover, Philippine embassies may also require a CENOMAR for Filipino nationals who wish to get married in a foreign country or in the Philippine Embassy within the foreign country.
