This procedure explains various ways to Convert or Exchange Foreign Driver License in Zamboanga Peninsula.

Apply In-PersonEdit

Non-Professional Driver's License

  1. Here's how you can convert or exchange your expired foreign driver's license for a Philippine non-professional driver's license. You may apply for a license at any LTO licensing office near you. First thing you will need to do is check if the LTO office of your choice process driver's license applications. Next, check if you need to book an appointment online with LTO ahead of your visit. Note: LTO just launched a new website portal called the Land Transportation Management System (LTMS) which you can use to set up an appointment and transact with LTO. But not all LTO offices in the country is connected to the system. Some offices may still accept walk in applicants. It is very important that you check first before you apply in person.
  2. At the LTO office, ask where can you get an Application for Driver’s License (ADL) form. To save you some time, you may also check the link provided under 'Documents to Use' section which you can click to download the Application for Driver’s License (ADL) form. Once you have completed the form get a queue ticket and wait for your number to be called.
  3. Submit your completed ADL form and all the requirements. Don't forget to attach your queue number.
  4. Proceed to the Cashier to pay the application fee.
  5. If you are applying for additional Restriction Code (RC1) or changing the classification of your expired PDL to NPDL, you may skip the written examination and proceed with the actual driving exam.
  6. Take the written examination:
    • FAILED: If you fail to pass the written examination you will receive a computer generated letter with this message, "May come back the following day at their convenience." That's the end of your transaction.
    • PASSED: If you pass, you will proceed with the practical driving test.
  7. Take the actual driving examination.
    • FAILED: If you fail the practical driving test, that's the end of your transaction.
    • PASSED: Proceed to the Cashier to pay for your license.
  8. Go to the encoding / biometric window and complete the form for encoding of your details into the new LTO-IT system.
  9. You will be informed by the LTO officer when can you come back to collect your OR (Official receipt) and your driver's license.
  10. When you collect your drivers' license (DL), you will be asked to sign in the log sheet before your license is released to you.


Professional Driver's License

Non-professional Driver's License

  1. Completed Application for Driver’s License (ADL) Form
  2. Copy of the applicant's medical certificate. (To be transmitted electronically to LTO by the accredited medical clinic).
  3. Original and photocopy of the applicant's expired foreign Driver's License. If the foreign Driver’s License is not in English language, you will also need to submit the original and a photocopy of the official English translation of your expired license.
  4. Original and photocopy of valid passport showing the first page, visa page and latest date of entry in the Philippines, or if born in the Philippines presentation of the original and submission of one (1) photocopy of birth certificate duly authenticated by Philippine Statistics Authority (PSA). Note: In areas where there is no PSA branch, applicants may present original and submit a photocopy of their birth certificate validated by the Office of the Local Civil Registry with attached Official Receipt.

EligibilityEdit

Non-professional Driver's License

  1. Mentally and physically fit to operate a motor vehicle.
  2. Able to read and write in Filipino and/or English.
  3. Holder of a valid foreign driver's license whose visa is valid for 120 days upon arrival.


Professional Driver's License

  1. Mentally and physically fit to operate a motor vehicle.
  2. Able to read and write in Filipino and/or English.
  3. Must be a holder of a valid foreign driver's license.
  4. Must NOT have been cited for two (2) or more counts of reckless driving during the period of validity of his/her foreign license.

ValidityEdit

With the recent passing of Republic Act (RA) No. 10930 validity of driver's licenses were extended from three years to five 5 years. LTO also now follows a "demerit points" system. Under this system, if you are a driver with a spotless record (no violation), then you can enjoy a longer license validity starting October 2021. That means when you renew, your new license can have a validity of 10 years.
