This procedure explains various ways to Apply for Student Driver Permit in Zamboanga Peninsula.
Apply In-PersonEdit
- Here's how you can apply for a student driver permit in the Philippines. You may apply for a license at any LTO licensing office near you. First thing you will need to do is check if the LTO office or licensing office of your choice process student permit applications. Next, check if you need to book an appointment online ahead of your visit. Note: LTO just launched a new website portal called the Land Transportation Management System (LTMS) which you can use to set up an appointment and transact with LTO. But not all LTO offices in the country is connected to the system. Some offices may still accept walk in applicants. It is very important that you check first before you apply in person.
- At the LTO or Licensing Office, ask where can you get an Application for Driver’s License (ADL) form. To save you some time, you may also check the link provided under 'Documents to Use' section which you can click to download the Application for Driver’s License (ADL) form. Once you have completed the form get a queue ticket and wait for your number to be called.
- Submit your completed ADL form and all the requirements. Don't forget to attach your queue number.
- Read the Driver’s Road Safety Pledge.
- Wait for your turn to have you photo taken and your signature saved to LTO's database.
- Proceed to the Cashier to pay the application fee.
- You will be informed by the LTO officer when can you come back to collect your OR (Official receipt) and your student permit.
- When you collect your student permit, you will be asked to sign in the log sheet before your permit is released to you.
Required DocumentsEdit
- Completed Application for Driver’s License (ADL) Form
- Original and photocopy of the applicant's birth certificate, and marriage contract (for married women), duly authenticated by the Philippine Statistics Authority (PSA) or valid passport.
- Original and photocopy of any issued ID with photo and signature of the applicant.
- Copy of the applicant's medical certificate. (To be transmitted electronically to LTO by the accredited medical clinic).
- Taxpayer’s Identification Number (TIN) ID, if employed
- For applicants below 18 years of age:
- One (1) parent's consent or a person having custody/care or supervision over the minor applicant authorizing the applicant to secure a student permit. The written consent must be presented together with the original and photocopy of any valid government issued ID of the parent/affiant with photo and signature.
- For foreigners:
- Original and photocopy of passport with entry date of at least one (1) month and visa duration of six (6) months from date of application, or if born in the Philippines, presentation of the original and submission of one (1) photocopy of birth certificate duly authenticated by Philippine Statistics Authority (PSA).
Note: In areas where there is no PSA branch, applicants may present original and submit a photocopy of their birth certificate validated by the Office of the Local Civil Registry with attached Official Receipt.

- Age and residency requirement:
- Filipino citizens - sixteen (16) years of age and above
- Foreign citizens - at least eighteen (18) years old and must have been in the Philippines for at least one (1) month and proof of stay for at least six (6) months.
- Mentally and physically fit to operate a motor vehicle.
- Able to read and write in Filipino and/or English.
- No unsettled traffic violation.
